Ask for Publication 15, “ Em ployer’s Tax Guide’’, or Publication 533, “ S elf-E m p lo y m e n t T a x .” were mailed to nearly 1.2 million residences this year. The Oregon Department of Revenue sent full-year resident income tax packets, containing forms and in structions, on Dec. 26. The packets also contained some interesting new twists for Oregonians. Artists may claim a subtraction for donating their works of art to charitable or governmental organizations, and con struction workers and loggers may subtract some commuting expenses. A new subtraction also is available for improving access for the handicapped. Taxpayers w ill no longer be able to pay in in stallments. Beginning this year, the entire amount of tax due must be paid when the return is filed. The 1980 tax packet in cludes information about a m ajor new program that becomes effective in 1981 — estimated tax. Some Oregon taxpayers w ill be required to estimate and pay part of their 1981 Oregon income tax in advance. Taxpayers should read the extimated tax m aterial to see if the new law applies to them. Property tax relief claim forms are again included in the tax packet. Individuals who have low incomes and are not required to file in come tax returns may still use the property tax relief claims. The tax packets are being mailed third class to homes and apartments. Delivery should be completed by early next week, according to Carol Wisner, public in formation officer for the Oregon Department of Revenue. The IRS has a word for advice for those wanting a quick refund: “ F ile early.” While the IRS urges early filing, it recommends that people wait until they have all their W-2 forms before filing. Filing a tax return with less than all the necessary information can lead to problems later on, since the taxpayer may be required to file an amended return to straighten things out. Using the peel-off label from the tax package sent each taxpayer also helps speed along refunds. For example, there are new credits for geothermal heating, reforestation and home care for the elderly. Severely disabled persons may claim an additional 61,000 exemption beginning this year. Instead of the 1980 rate of 6.13 percent, the rate is to increase to 6.65 percent of the employee’s gross pay. The employer in turn must match this amount for a total of 13.3 percent being paid in. In addition to the rate increase, the m a xim u m gross wages subject to the tax will increase from 625,900 to 629,700. Thus, any one employee will be paying a maximum of 61,975.05 in Social Security taxes upfront in 1981.
