Incoming anglers upset locals There are frequent discussions about the number of nonresident hunters and anglers in ( kregon To begin with, it should he pointed out that it has never been the policy of the state Department of Kish and Wildlife to solicit hunters and anglers from out of state, Some of the Bocky Mountain state« at one time had aggressive programs urging nonresidents to visit to hunt and fish Much of their Imdgets depended on this outside source of revenue Here in < iregon it has been the feeling that we have enough residents to fully use the resource without encouraging outside users Inquiries about hunting and angling are answered, but we do not travel to the various sportsmen’s shows around the country and we do not p la c e a d v e r tis e m e n ts promoting the fish and wildlife resources It also is a genreal policy to discourage outdoor writers who insist on pinpointing “hot spots'* and thus fix us undue pressure on them Despite this, many individuals feel we have too many nonresidents using the resource Just how many is too many is largely dependent on the individual. The business section of the Kish and W ild life Departm ent has Just released the final license sales figures for 197« There were 312.6JU resident anglers and «,87« non resident anglers In looking at the figure« it should tie remembered that daily angling licenses are issued to both residents and n o n r e s id e n ts . M any residents who go Salmon fishing only once or twice a year will purchase the daily license Also, inland anglers who take a once a year fishing vacation often opt for this type of license. Provisions of one of the bills that passed the legislature this session increased a number of the nonresident license fees Many individuals feel the fees should be higher yet There is a risk in this route Becently another state was challenged in court concerning the fee structure it had for the higher nonresident rates The court ruled higher fees for nonresidents were legal, but that a ratio with resident fees of between 5 and 7-to-l was appropriate The suggestion was that if the differential became much higher, the nonresident fees might be considered illegal Public notices p u b l ic n o t ic e The Sandy City Council will ronduct a Public Hearing on »ho following Item» at their next Council meeting, beginning at 7 » p m . , August 20. 1474 In the Council Chambers at City Hail 1 S p e c ia l te m p o ra ry placement perm it tor a mobile home on the Jessie James property at J424S Scenic Street 2 A public hearing to consider final adoption of an amendment to the Ordinance, No 14-24, d e alin g w ith te m p o ra ry placement of mobile homes The amendment would delete the re q u ire m e n t of 7S percent co ncu rren ce by a b u ttin g property owners ) G ra n tin g of a ca b le television franchise to Werner Cable Corporation as described In the resolution below Copies of the franchise orooosal are available at City Hall and m ay be reviewed daily between ■ 00 a m and ) 00 p m R E S O L U TIO N NO If r 74 W H E R E A S .
