Hardly had we stopped strutting over this accomplishment than competition in the field threw us into a frenzy of search and production of another bomb a thousand times more deadly than the atom. In secrecy our arsenals have produced new guided missiles and skyriding jet planes and mysterious flying visitors of various shapes and unbelievable speed. Our scien tists have kept us in the forefront of all that projected minds could vision in spheres almost beyond human ken. ' Yet with all this equipment we get ac cused of dropping potato bugs on eastern German fields. How much hunïiliation can a nation stand? , Potato, bugs which don’t soar dr explode or mystify, which haven’t changed since the first Irishman tasted a potato. Small, spotted insects which know nothing be yond sitting on a potato leaf and eating holes in it, thus discouraging the develop ment of the tuber below. The petitions call for placing the question of reapportionment on thè1 “balanced plan” on the ballot in the No vember 1950 election. Approval by the voters in November will force reapportionment of the legislature &nd thus bring about what earlier ¿citizens planned as a regular readjustment of repre sentation when they wrote such a provision .into the Oregon constitution. Despite that provision, which required the legislature to reapportion representation after each fed- éral census, there has been no reapportion ment for 40 years. The “balanced plan” not only provides the ways and means for bringing about re apportionment, but it also provides a pat tern for doing so that is designed to retain a just balance between the populous urban areas and the sparsely populated rural areas of the state. A lot of employees of the University of California have been discharged because they refused to sign an anti-communist oath which the regents have required of all persons employed there. The action has brought much adverse criticism particular ly from administratiors of other schools on the claim that such a stand stifles freedom of academic thought. We believe the educators and others criti- right to have and express opinions however “left’’ they may be is one thing for qri, indi vidual. It is an entirely different thing for a state employee, particularly a university instructor.. The United States is founded and its whole existence is conducted upon the theo ry of free democracy. Its schools are sup ported under that system and should be the educational bulwark against anything sub versive to that theory.
