The water report Finally, Donovan sat up a power-point projector and showed the council, staff and crowd the results of the engi- neering study concerning the city’s water distribution and storage system, which is now losing water at the rate of over 50 percent monthly. “If you have a low water year, the city is required to initi- ate water conservation,” said Donovan, a series man with glasses and lots of answers, not all of them pleasant. “That’s based on the current water loss,” he noted. Donovan reported what all of the council know already; We have an inadequate water stor- age system and a water distribu- tion system that is now losing half of every thing we pump through it. Recommended is a complete replacement of the distribution system: “You may not need to replace 90 percent of the sys- tem, but you don’t know,” said Donovan of this projection. He also recommended raising the current, 12-foot high dam with a 38-foot earthen dam. Costs for the two-phase proj- ect, which allows for one phase to be funded and completed without hindering the other, will be an estimated $11,750,000 to replace the distribution system and $3,829,000 to upgrade the reservoir.
