C. — Installment plun payment of war taxes will be pro vide«! for in the new revenue bill which the house ways and means com mittee is preparing to draft. Chair man Kitchin disclosed this fact during a hearing before the committee, when Albert K. Palmer, of New York, repre senting a large number of corpora tions, urged that such provision be made. Mr. Palmer advocated tax on gross I sales, which he said would be less felt | than the tax on war profits. He op posed a tax on stock dividends, con-1 tending that exemption from taxes should not be based on capital because of the widely varying revenues of companies operating along the same lines.
