INFORMATION: The
project includes the
construction of an
aeration lagoon sys-
tem to the existing
wastewater treat-
ment plant, and an
additional land ap-
plication site. Addi-
tional miscellaneous
improvements will
be added to include.
Install headworks
and lift station. Im-
prove the existing
pump station Re-
place and relocate a
portion of the exist-
ing force main. Add
a proposed irrigation
p i p e l i n e f ro m t h e
existing effluent ir-
rigation area to the
proposed expanded
irrigation area (±7
acres). The alterna-
tives are discussed
in the Environmental
Assessment, and
Amendment Envi-
ronmental Assess-
ment.
Th e a v a i l a b i l i t y
of the EA for pub-
lic review was an-
nounced via notice in
the following news-
paper(s): On April
7th, and April 14th in
the Columbia Gorge
News, Wasco Coun-
ty, Oregon. A copy of
the EA was available
for public review at
Rural Development,
Area Field Of fice.
The 14-day comment
period ended on
April 28th, 2021. RD
received no com-
ments.
Based on its EA,
and that no pub-
lic comments were
received, Rural
Development has
concluded that the
project would have
no significant impact
(or no impacts) to
water quality, wet-
lands, floodplains,
land use, aesthetics,
transpor tation, or
human health and
safety.
A preliminary no-
tice was published
soliciting comments
since the proposed
action is to provide
upgrades to an exist-
ing wastewater treat-
ment plant that is
located in the flood-
plain. The proposed
project will have no
adverse ef fect on
resources listed or
eligible for listing on
the National Register
of Historic Plac-
es. The Agency has
concluded that the
p ro p o s e d p ro j e c t
is not likely to af-
fect federally listed
threatened and en-
dangered species or
designated critical
habitat thereof. The
p ro p o s e d p ro j e c t
would not dispro-
portionately affect
minority and/or low-
income populations.
No other potential
significant impacts
resulting from the
p ro p o s e d p ro j e c t
have been identi-
fied. Therefore, RD
has determined that
this FONSI fulfills its
obligations under
