Based on its EA, and that no pub- lic comments were received, Rural Development has concluded that the project would have no significant impact (or no impacts) to water quality, wet- lands, floodplains, land use, aesthetics, transpor tation, or human health and safety. A preliminary no- tice was published soliciting comments since the proposed action is to provide upgrades to an exist- ing wastewater treat- ment plant that is located in the flood- plain. The proposed project will have no adverse ef fect on resources listed or eligible for listing on the National Register of Historic Plac- es. The Agency has concluded that the p ro p o s e d p ro j e c t is not likely to af- fect federally listed threatened and en- dangered species or designated critical habitat thereof.
