cade Locks is eli-
gible to apply for a
2020 Community
Development Block
Grant (CDBG) from
Business Oregon.
Community Devel-
opment Block Grant
f u n d s c o m e f ro m
the U.S. Department
of Housing and Ur-
ban Development.
The grants can be
used for public fa-
cilities and housing
improvements, pri-
marily for persons
with low and moder-
ate incomes.
Approximately
$12 million will be
awarded to Oregon
n o n - m e t ro p o l i t a n
cities and counties in
2021. The maximum
grant that a city or
county can receive
is $2,500,000 for a
public works project.
The City of Cas-
cade Locks is pre-
paring an application
for a 2020 Commu-
nity Development
B l o c k G ra n t f ro m
Business Oregon for
the Wastewater Fa-
cilities Improvement
Project to repair our
s e w e r t re a t m e n t
plant and main lift
stations in Marine
Park and the Port’s
Business Park. It is
estimated that the
proposed project will
benefit at least 1,285
persons, of whom
61.43% will be low
or moderate income.
The U.S. Department
of Agriculture Rural
Development has
already agreed to
par ticipate in the
funding of this proj-
ect with a loan of
$3.25 million and a
grant of $1 million. If
the City is success-
ful in receiving the
CDBG award of $2.5
million, the USDA
will eliminate the $1
million grant from
Rural Development
and reduce the total
loan amount to $1.75
million at 2.75% over
40 years, saving the
citizens $1.5 million
immediately and
thousands of dollars
in interest over the
life of the loan.

will be held by the
City Council at 7:00

March 8, 2021 at City

Locks. The purpose
of this hearing is for
the City Council to
obtain citizen views
and to respond to
questions and com-
ments about com-
munity development
and housing needs,

ate-income persons,

assisted with a Com-
munity Development
Block Grant project;
and the proposed
project.
