It is estimated that the proposed project will benefit at least 1,285 persons, of whom 61.43% will be low or moderate income. The U.S. Department of Agriculture Rural Development has already agreed to par ticipate in the funding of this proj- ect with a loan of $3.25 million and a grant of $1 million. If the City is success- ful in receiving the CDBG award of $2.5 million, the USDA will eliminate the $1 million grant from Rural Development and reduce the total loan amount to $1.75 million at 2.75% over 40 years, saving the citizens $1.5 million immediately and thousands of dollars in interest over the life of the loan.
