Whereas, The Secretary of State of
the State of Oregon has notified me
in writing that pursuant to the pro­
visions of an act entitled “ An Act
making effective the initiative and
referendum provisions of Section 1
of Article IV of the Costitution of
the State of Oregon, and regulating
elections thereunder, and providing
penalties for violations of provisions
of this act,” approved February 24,
1903, the People’s Power League of
Oregon duly filed in his office on
February 3, 1906, an initiative peti­
tion containing 8385 signatures prop­
erly attached to a copy of said
measure, certified in accordance with
law, demanding that a proposed
amendment to Section 1 of Article
XII of the Constitution of the State
of Oregon shall be submitted to the
legal voters of the State of Oregon
for their approval or rejection at the
general election to be held in said
state on the 4th day of June, being
the first Monday in June, 1906, desig­
nated by said People’s Power League
of Oregon as “ Constitutional amend­
ment to allow the state printing, bind­
ing and printer’s compensation to be
regulated by law at any time,” which
said proposed amendment is herein­
after particularly set forth,
Now, therefore, I. Qeo. E. Chamber-
lain, Governor of the State of Ore­
gon, in obedience to the provisions of
said act hereinbefore first mentioned,
do hereby make and issue this Procla­
mation to the people of the State of
Oregon, announcing that the People’s
Power League o f Oregon has filed said
initiative petition with the requisite
number of signatures thereto attach­
ed, demanding that there be submitted
to the legal voters of the State of
Oregon for their approproval or re­
jection at the regular election to be
held on the 4th day of June, 1906,
said day being the fiist Monday in
said month, a proposed amendment to
Section 1 of Article XII of the Con­
stitution of the State of Oregon, des­
ignated by said League as “ Consti-
tu.mnal Amendment to allow the
state printing, binding and printer’s
compensation to be regulated by law
at any time,” which said proposed
amendment is as follows:
“ Section 1. Laws may be enacted
providing for the state printing and
binding, and for the election or ap­
pointment of a State Printer who shall
have had not less than ten years ex­
perience in the art of printing. The
State Printer shall receive such com­
pensation as may from time to time be
provided by law. Until such laws
shall be enacted, the State Printer
shall be elected and the printing done
as heretofore provided by this con­
stitution and the general laws.”
