B u t th e p a r t i c u l a r n e e d s of w o m e n a r e r e l a t e d to v i r t u a l l y e v e r y i s s u e now fa c in g th is s o c ie ty . A nd if w o m e n ' s g r o u p s f a i l to p r e s e n t t h e m s e l v e s a s a d v o c a t e s f o r th e s e n e e d s , e m p h a s iz in g th e ir le g itim a c y , w hat g r o u p s w i l l? If t h e r e w a s e v e r d o u b t t h a t m o n e y t a l k s , o n e n e e d s o n ly to lo o k a t th e f e d e r a l b u d g e t a n d w h at it s a y s a b o u t th e n a tio n a l p r i o r ity of p r o g r a m s a ffe c tin g w o m e n , c h ild r e n , m i n o r i t i e s , th e e l d e r l y , a n d t h e p o o r .
