After a two year reprieve from a levy the Josephine County Sheriff’s Office find themselves laying off deputies due to lack of funding. Get ready for history to yet again repeat itself in this week’s Archive Zone. Budget lack equals loss of 13 deputies. Faced with budget constraints, Sheriff Dave Daniel (not the current Dave Daniel) announced that he will be forced to lay off several deputies and close all the substations with the exception of the one in Cave Junction. “Because of the distance (from Grants Pass), I felt it important to keep the substation open,” said Daniel. He also stressed that Illinois Valley and the county will continue to have 24-hour law enforcement, and that his office is still firmly committed to responding to every call, but that it will take longer than previously. “Follow-up is where the effects will be most evident,” said Daniel, explaining that he has had to decrease his detective force by half, moving detectives Wayne Dykes and Mario Torres to patrol duty. Daniel also explained that among his budget requests was $795,000 from the Josephine County Budget Committee, which includes the three Josephine County Commissioners. A significant portion of the request, $430,000, was to replace federal grant money, which will run out June 30 for 2001-02 fiscal year. “The county commissioners signed a contract with the federal government committing themselves to providing that money when the federal grant money ran out,” said Daniel, “and they chose not to. “In addition to the loss of grant funding, the cost of operating has increased, PERS (retirement benefits) costs more, health care costs have gone up,” said Daniel. “I wasn’t requesting funding for anything extra; just to be able to continue the same level of law enforcement service to the county.” While several deputies will be laid off, affecting the Operations Division, staff levels at the Josephine County Adult Correction Facility will remain the same. Daniel explained that the jail is a crucial component to the county’s criminal justice system. Daniel chose to make cuts from union and non-union employees, shifting some patrol deputies to positions with the jail. In addition to having reduced patrol deputies, the Community Oriented Police program will end. The lay-offs will take effect beginning July 1, with the beginning of the 2002-03 fiscal year. Tales from the Police Blotter. *After a woman with three different last names told a deputy that someone nearly ran her off the road near Cave Junction, she was counseled about integrity. *In Kerby, a man was taken into custody under a peace officer’s mental hold after a report that, among other actions, he said he was going to blow up the world. *Someone in Cave Junction claimed to have hired a hit man for two other people. Dalegowski feels the current contract with the county has been “pretty productive, while not during the times we want them, but I do see progress being made,” and he added, “We need to maintain what we have, in order to build something better.” The release cited a $2.1 million reduction of federal revenue to the sheriff’s office budget set for fiscal year 2017-2018; 17 positions are set to be eliminated from the sheriff’s office. The release also stated that at this time, there is no replacement to the lost revenue in sight which requires the layoff notices be provided to employees. Should no other source of revenue be provided the employees are set to be laid off May 31, 2017. This would require the sheriff’s office patrol division be eliminated as state mandated services, but services such as correctional and civil responsibilities must remain. The Josephine County Corrections Division will reduce inmate capacity from the current 130 inmates down to 95. Contractual positions with the Bureau of Land Management, State Marine Board and a seasonal United States Forest Service Deputy will remain.
