Order No. 2017- 003 changes the Josephine County Personnel Policy Manual, Article 3.6; deal- ing with, “Absences Due To County Emergencies Or Severe Inclement Weath- er.” The reason given for this change was to make policy procedure uniform between non-union and union employees. Prior to this change, Article 3.6 (D) Compensation stated; “Work time missed due to (Editor’s note: Views and com- mentary, including statements made as fact are strictly those of the letter writers.) Get paid for not working! In fact, get paid for not showing up for work at all. Wednesday, Jan. 11, 2017 the Josephine County Board of Commissioners approved Order No. 2017- 003. It was approved with a 2 and 0 vote as Com- work closures shall not be considered compensable work hours.” Pay was available for any missed work hours by means of the more than generous benefit package; personal leave days, paid leave, sick leave, vacation time, compensatory time, etc. This language is changed to read; “Employees shall be granted leave with pay for instances when they are unable to report for their regular duties because of emergency situations or se- vere inclement weather”... Commissioner DeYoung failed his first test of being a good steward of tax payer dollars. It is an unreason- able benefit to pay em- ployees that cannot make it to work due to inclement weather. It is also unrea- sonable to change non- union employee policy to make it “uniform” with a negotiated union contract. I doubt when Com- missioner DeYoung was a business owner he paid his employees if they were unable to get to work due to weather. As a Farrier, I know what the outcome would be if I charged a cli- ent for shoeing their horse and did not show up and do the work. So far, two new Commissioners, nothing has changed. Sincerely, Raymond Smith Cave Junction Obituaries Pauline Onufry Page, 85 , passed away Dec. 11, 2016. Born Oct. 7, 1931 in Whittier, Calif., daughter of Antonio and Josephine Niwinski. She graduated from Whittier High School and attended Whittier College where she met and married Arlin Joy Vance Page. She is preceded in death by her parents and two children, Allen Page and Pamela Page Randall. She is survived by five children, Stanley Page of Escondido, Calif., Annette (Steve) Boettner of Grants Pass, Debi (Ivan) Cross of Cave Junction, Glenn (Patti) Page of Oahu, Hawaii and Gina (Dave) Dowd of Boulder Colo. Page was affectionately known as Tutu to her 14 grandchildren and 26 great- grandchildren. Tutu was a friend to all! All who loved her are welcome and in- vited to join us in a memorial and celebration of a full and rich life and potluck lunch to be held on Saturday, Feb. 4, 2017, 1 p.m. at Good Shepherd Lutheran Church, 150 Lewis Court, Cave Junction, Oregon. Judy owned a laundromat (where Radio Shack is now) and then owned and operated the Sears Catalogue Store from 1980 until 1993. Marvin had 50 years in with the Lions Club International and was president of the Las Vegas Lions from 1972 to 1973. Mar- vin loved to play horseshoes and was well- known for his western swing dancing. Survivors include sister, Dorothy Sting- le; brother, Gary Kanka; son, Marty Haynie; daughter, Tammy Wood; and many grand- kids, great-grandkids, nieces and nephews. Marvin was preceded in death by his wife, Judy; his oldest daughter, Marvine; youngest son, Michael; and great-grandson, Torin Wood. There will be a Celebration of Life in the spring and will be announced in the Illinois Valley News. Marvin had so many friends in the area we hope you all will at- tend. daughter, Sarah Aicher. He is survived by his two sons, Shel- don and Cherie Aicher of Redding and Lee Aicher of Redding; grandson, Jeremy; and great-grandchildren. Services will be held at Laurel Cem- etery Friday, Jan. 27 at noon. James Leon Patterson, 69 , of Cave Junction, died Dec. 31, 2016 at Regency Care Rogue Valley. James was born April 18, 1947 in Sisters, Ore. to Guy and Ima Patterson. He grew up and attended schools in Cloverdale, Calif. and graduated from Cloverdale High School. For 40 years, he lived in Alaska and for 30 years lived and worked as a longshoreman in Anchorage. In October 2015, he moved to Cave Junction. James enjoyed poker, hunting, halibut fishing, trapping, and other outdoor activities. Survivors include two sisters, Vikki Paterson and Bobbi Inman both of Cave Junction. No services are planned. David Lawrence Raymond Pauline Page Danny Madden, 68 , of Cave Junc- tion, died Jan. 14, 2017 at his home. Arrangements are pending with Illinois Valley Funeral Directors. Marvin Eugene Haynie, 89, of Cave Junction passed away Jan. 10, 2017 at the Highland House in Grants Pass. Marvin was born March 22, 1927 in Hawthorne, Calif. to Orville and Zola Haynie. Marvin graduated high school in 1946 and then from 1946 to 1948 Marvin joined the Navy and served in World War II. Marvin, his wife Judy and their family moved to Cave Junc- tion from Las Vegas in 1978. Marvin and Marvin Haynie Bill V. Aicher, 96, of Cave Junc- tion died Dec. 26, 2016 in Redding, Calif. Bill was born Aug. 14, 1920 to Leo and Elsie Aicher. He served in the Army Air force in WWII. Bill was a mechanic with E.F. Brady in San Diego and then retired to Cave Junction in 1974. He was very involved in the community with square dancing, garden- ing, rock hounding and more. He was preceded in death by his first wife, Norma; beloved companion, Marie Geib; grandson, Ryan Aicher; and grand- was born July 16, 1948 in Mt. Vernon, Wash. son of William M. and Ruth G. Raymond. He attended school at Hillcrest Elementary and Baldwin Park Christian Schools, and Los Altos High School in Hacienda Heights, Calif. When the family moved to West Covina, Calif. he transferred to Covina Unified High School. During his senior year of high school, he enlisted in the United States Army receiving his diploma by mail shortly before he was deployed to Vietnam. He completed basic training at Fort Ord, Calif. where he received his expert marksman citation. He served his country in Vietnam in the Mekong Delta area as gunner on a helicopter. Returning to the U.S. he was stationed at Fort Knox, Ky. for several months and then was sent as a group of Vietnam veterans to train the unit of Pennsylvania National Guard at Hershey, Pa. Receiving his honorable discharge, he applied for aircraft technical training at Northrop/Grumman Aviation in Hawthorne, Calif. where he earned his certification for helicopter and small aircraft maintenance and repair. He was impressed by the helicopters he flew in for rescue detail and wanted to learn more. After graduating he was employed by a private airport in San Dimas, Calif. doing annual checks on privately- owned small aircraft. In 1975 he moved to Cave Junction and was involved in the family construction of many new homes built in the Illinois Valley. He volunteered with the Josephine County Sheriff’s Dept. and was hired as a Deputy in 1983. After 20 years of service he retired in 2003. Dave fulfilled many talents including upholstery and designing, building and flying kites. He loved to entertain everyone with his drums. An avid surfer, he also enjoyed riding motorcycles and building kit cars. Dave was diagnosed with ALS about two years ago and it progressed rapidly resulting in his death Jan. 3, 2017 in Grants Pass. He will be cremated and his remains will be buried at Eagle Point National Cemetery in April 2017. He was preceded in death by his father, William M. Raymond in 2004. He leaves behind his wife and best friend, Jamie Raymond of Grants Pass; daughter, Lisa Sherier and her husband Pat and grandsons, Andrew and Austin Sherier all of Cave Junction; mother, Ruth Raymond of Cave Junction; sisters, Debbie Daly of Walla Walla, Wash. and Diane Austin of Fontana, Calif.; and many family members and close personal friends. Gone, but always in our hearts! A graveside committal service with military honors is being planned for Spring 2017 at Eagle Point National Cemetery.
