The guide has two main purposes: To help planners and local government officials carry out Oregon’s Statewide Planning Goal 1: Citizen In- volvement; and to explain Goal 1 to non-planners, espe- cially those who serve on citi- zen committees in cities and counties in Oregon. The guide first was pub- lished in 1992 by the state’s Citizen Involvement Advi- sory Committee (CIAC). This third edition was rewritten by CIAC, an eight-member vol- unteer board, and Mitch Rohse, a land-use consultant. The guide also is avail- able to city and county offi- cials on CD.
