Safety Corridor patrol grant The Oregon State Police agency has been awarded a grant to provide extra en- forcement in the Redwood Hwy. Safety Corridor near Grants Pass, one of seven such corridors statewide to be selected by Oregon Dept. of Transportation (ODOT). Signs mark the corridor. “Safety Corridors are sections of state highways that ODOT has identified as having a fatal and serious injury crash rate that is at or higher than 110 percent of the three-year statewide av- erage for a similar type road- way,” said Anne Holder, ODOT Safety Division Statewide Roadway Safety Program manager. Last year, OSP received grant funding to work 273 overtime hours in the Red- wood Hwy. (199) Safety Corridor. During March ‘96, ODOT designated the ap- proximately 7-mile stretch of highway south of Grants Pass as a Safety Corridor due to higher-than-average crash problems. “This area is especially dangerous due to the large number of driveways and cross streets, which creates a high number of vehicles entering and exiting the highway,” said OSP Sgt. Jeff Fitzgerald. “This danger is height- ened by the traffic on this highway, which is increas- ing as the population grows. Redwood Hwy. has been considered one of the 10 most dangerous in Oregon. Speed limits have been re- duced to reduce the danger, but the high number of of- fending drivers continues. “We are hoping that an increased presence will pre- vent drivers from taking unnecessary risks.” During 2005 alone, OSP responded to approxi- mately 102 motor vehicle crashes on Redwood Hwy. and arrested 72 people on charges of driving under the influence of an intoxi- cant. Many of these crashes involved injuries -- and three involved fatalities. New legislation has established increased fines for speeders traveling more than 30 mph on roadways. Fines are also increased for violations committed within a Safety Corridor. The selected safety cor- ridors received an average of $17,000 to help law en- forcement agencies pay overtime for dedicated traf- fic enforcement. “These are sections of highways and roads where drivers need to pay extra attention, slow down, allow more stopping distance from the other vehicles, and turn on their headlights to make themselves more visible to other drivers,” Holder said. Assault, theft, robbery charges levied against four GP residents Four city of Grants Pass men were arrested in con- nection with a report by two other men that they were assaulted, menaced and robbed. Grants Pass Dept. of Public Safety (GPDPS) added that the incident oc- curred at 1:58 a.m. on Sun- day, March 4, at 1640 Red- wood Ave. Suspects are identified as Richard A. Paz, 23; Mi- chael T. Howard, 26; and Joel N. Paz and James R. Farenga Jr., both 24. Vic- tims were identified as An- thony Ehens, 25; and Tho- mas Ehens, 21. All four suspects were charged with first-degree robbery, third-degree as- sault, and second-degree theft. Additionally, Joel Paz and Farenga each were charged with menacing. GPDPS officers went to the residence of the sus- pects, “who refused to come Page 9 to the door.” Officers sur- rounded the dwelling, and after several hours were able to enter and arrest Howard, who was hiding. The other three emerged voluntarily. Officers found a hand- gun, knife and other evi- dence related to the robbery, said GPDPS. Wells Don’t ever take a fence down unless you know why it was put up. - Robert Frost A Grants Pass bank was the target of a stickup Monday, Feb. 26, and the suspect also may have robbed a bank in Aloha, Ore. in January, reported detectives with Grants Pass Dept. of Public Safety (GPDPS). The U.S. Bank counter inside Albertson’s Beacon Drive store was hit just before 3 p.m. The robber gave the teller a demand note, detectives said, but no weapon was displayed. The suspect fled with an undisclosed amount of cash to a waiting red sedan. He’s described as a clean-shaven, heavily built, white man, between 5-8 and 5-10, aged 50 to 60. GPDPS said that the robber was wearing a felt Fedora hat, glasses, dark zippered jacket with a white emblem on the left chest, and dark trousers. Detectives suspect that the man may be transient, but ask anyone with information about him to contact Det. Dave Daniel of GPDPS at 474-6370. Richardson unveils bill aimed at on-schedule school funds Legislation that would require lawmakers to pass a budget for Oregon schools within the first 81 days of the legislative session has been announced by Rep. Dennis Richardson (R- Central Point). “House Joint Resolution 21 eliminates the politics of delay,” Richardson said. “Passing an education budget within 81 days gives school districts the opportu- nity to determine their fund- ing before the fiscal year begins.” HJR 21 would amend the Constitution to require the Legislative Assembly to pass a budget funding the primary educational system within the first two and a half months of session. If a budget for kindergarten through grade 12 is not passed within the first 81 days, legislators would for- feit their per diem and sala- ries until the education budget is passed. Despite past efforts to fund schools first, education budgets in the 2003 and 2005 sessions were passed in August, far too late to allow for effective school district funding decisions, Richardson indicated. Both were advised it was a civil matter. *There was a man in her residence who’d been asked by another to kill her, a woman on Pinecone Drive said at 9:13 p.m. The would- be killer had a knife, she said, but was waiting for a deputy so he could take deputies to the guy who had arranged everything. Subse- quently, Gary M. Phillips, 54, was lodged in Josephine County Jail on Roseburg warrants charging possession of a controlled substance (PCS), and driving while suspended (DWS). Saturday, Feb. 24 *Sally A. Yarbrough, 56, was cited on a charge of speeding in the 23000 block of Redwood Hwy. at 9:31 a.m. *A Lakeshore Drive woman reported finding her puppy dead near the prop- erty line, and she suspected that neighbors were in- volved. *Exterior lights and fixtures were removed, and a sign broken, at Immanuel United Methodist Church on W. Watkins Street. Damage was estimated at $200. *An irate motorist flagged down a deputy to report phone problems on Reeves Creek Road. *On S. Junction Avenue a motorhome owner said that someone spray-painted graffiti on his rig, causing Avoid colds and flu. Wash your hands! some $200 damage. Sunday, Feb. 25 *A stolen vehicle was recovered on a BLM road off Kerby Mainline. And a report of offensive littering was generated after a deputy found a “pickup load” of trash nearby. Monday, Feb. 26 *On Arrowhead Drive, a woman reported that her tires were slashed, and snowballs thrown at her vehicle, as well as a barri- caded gate. She suspected a man against whom she has a restraining order, and she felt unsafe. *Fighting between two brothers on Takilma Road ended when the elder was encouraged to leave. *He said she was at- tempting to provoke him into a fight; she said he took restraining order paperwork away from her, and she wants him to move out. Both parties in this verbal disturbance on N. Junction Avenue were given their options. *A friend used his bicy- cle without permission, and it was stolen at an Illinois Valley High School basket- ball game, said a 13-year- old boy. *Two drivers ex- changed information after an accident on the Siskiyou Market parking lot at 6:37 p.m., and one of them, who might have been intoxi- cated, had attempted to leave the scene, a caller said. *The driver of one vehi- cle was “turning donuts” and another failed to obey a “Stop” sign in the vicinity of Kerby Avenue and Schumacher Street, a caller complained. Due to hazard- ously icy roadways, the sher- iff’s office elected to not respond to Cave Junction for either situation. Tuesday, Feb. 27 *At 3:50 a.m. a man said that he’d given a ride to a woman who’d been walk- ing on the middle of the roadway, but he dropped her off on Holland Loop a short time later, because she was acting “weird.” *Pacific Power was advised of low-hanging util- ity lines over Redwood Hwy. at the state line, as reported by a truck driver at 6 a.m. *A boy, 13, was said to be driving his ATV reck- lessly on Dogwood Lane at 10 a.m. with concern about endangering other children. *Having discovered his ex-wife’s whereabouts on Caves Avenue, a 21-year- old man was attempting to gain entry to the residence and “come after her,” a caller said. He was taken into custody on a peace offi- cer’s mental hold after threatening to pull out his pacemaker and smashing a window with his fists. *Someone’s blue Volkswagen was blocking his driveway, said a man on S. Kerby Avenue, and he wanted it moved. *Michael Shawn Lazenby, 30, was arrested on a Minidoka County, Idaho warrant charging fail- ure to appear on charges of PCS/meth, and PCS/ paraphernalia. Wednesday, Feb. 28 *Charges of criminal mischief and third-degree theft were to be forwarded to the county D.A. in the matter of an elderly man swilling cough syrup and throwing the bottles on the floor at Shop Smart Food Ware- house. The caller stated that he’d done it before. *A Selma woman said that someone attempted to obtain a credit card using her deceased husband’s per- sonal information. *The Selma mother of a 14-year-old said that the girl had kicked her twice in each leg and was threatening to run away.
