Illinois Valley News, Cave Junction, OR Wednesday, February 21, 2007 Page 7 Oregon overall gains population more rapidly than its five southwestern counties Three Grants Pass resi- dents attempting to flee Thursday night, Feb. 15 from state and county police officers in Josephine County made the mistake of jumping into the frigid Rogue River before they surrendered, said Oregon State Police. All three were treated for hypothermia, and the driver was lodged on several charges. At approximately 8 p.m., OSP Senior Trooper Tanya Henderson attempted to stop a 1986 four-door Honda southbound on Inter- state 5 near milepost 65 north of Grants Pass for a traffic violation. The driver initially pulled onto the free- way shoulder and stopped, but then sped southbound exiting at the Merlin exit near milepost 61, OSP said. The driver and his two passengers attempted to elude troopers and Jose- phine County Sheriff’s Of- fice deputies on county roads until it stopped ap- proximately 20 miles later at the end of Ferry Road. The three occupants got out of the car and ran, jump- ing into the Rogue River. The two passengers, Kyle Thier, 23, and Christina Derenzo, 20, were quickly recovered from the river which had water tempera- tures near 40 degrees, OSP reported. The driver, subse- quently identified as Joseph O’Dell, 21, “got caught in the river current and was taken into the middle of the river. Water rescue person- nel were notified to respond, but as O’Dell was scream- ing for help he fortunately drifted to an area chest deep. “After remaining in the cold water for a period of time, he finally was able to get to the other side of the river where he reportedly collapsed on the river bank until troopers could get to him.” All three individuals were transported by Ameri- can Medical Response (AMR) to Three Rivers Community Hospital in Grants Pass for treatment of hypothermia. During this time, troopers learned that the Honda displayed switched license plates and that the car had been stolen out of the Grants Pass area. Upon release from the hospital, O’Dell was taken into custody and lodged in Josephine County Jail on charges of unauthorized use of a motor vehicle, felony attempt to elude in a vehicle, and misdemeanor attempt to elude on foot. Additional charges will be referred to the Josephine County Dis- trict Attorney's Office, as well as for the two passen- gers, who were not arrested. Region 2 (Clackamas, Mult- nomah, Washington and Yamhill counties) experi- enced a 9 percent point rise. Oregon Households: *Median household income increased from $40,569 to $42,021 between ‘03 and ‘05. Adjusted for 1989 dollars, income de- creased from $26,220 to $25,813 during that period. *Approximately two- thirds (65 percent) of all Oregon households are owner-occupied, which is slightly lower than the U.S. average (69 percent). *Seventy-seven percent of all Oregon households have personal computers, and 69 percent have Internet access, both approximately the same as during ‘04. A big increase occurred in high-speed access. During ‘04, 45 percent of house- holds with Internet had high-speed access, in ‘06 that grew to 67 percent. High School student, Rich- ard Miner, 16, was cited on charges of menacing and disorderly conduct. *Following a reported assault, Robert James Myers, 36, was located in Downtown Cave Junction and cited on charges of fourth-degree domestic as- sault, domestic menacing, strangulation and probation violation. *Just before 7:30 p.m. someone ran from his ga- rage when he turned on the light, said a Madrona Drive resident, who also reported items missing from his vehi- cle. Saturday, Feb. 10 *Right after midnight a man who sounded ex- tremely intoxicated de- manded a deputy respond immediately to a CJ bar, as two women had just beaten him up. *The source of a loud “thump” heard atop a N. Junction Avenue residence around midnight was not located. *A 1982 Toyota pickup truck was reported stolen from a W. Stevenson Street residence early this morn- ing. *Contacted in Down- town Cave Junction, Russell Brummett, 35, was cited on a charge of failure to appear on an original third-degree theft charge. *Chaz Albert Lindsey, 22, was transported to Three Rivers Community Hospital (TRCH) on a peace officer’s mental hold after he was reported running in the mid- dle of Redwood Hwy. and was nearly struck by vehi- cles. *While others video- taped, a “disorderly” Roger Lee Davenport-Pernicka, 26, was contacted near the green bridge on Eight Dollar Mountain Road around 4 p.m., where he fought with a law enforcement officer as he was taken into custody. It was reported that he at- tempted to kick out the win- dows of the patrol vehicle and was pepper-sprayed more than once. Davenport- Pernicka was cited on charges of second-degree criminal mischief and disor- derly conduct, and lodged in Josephine County Jail. The videotape was seized and entered as evidence. *Having stated to the call-taker that he’d been asked to kill someone, Gary Michael Phillips, 54, was transported to TRCH on a peace officer’s mental hold. *A woman on Honey- bee Lane reported the theft of one cat and two metal cat carriers from her residence. *Several people re- ported hearing a gunshot or explosion on W. River Street around 10:45 p.m., but no hazard was located. Sunday, Feb. 11 *A pickup truck parked overnight behind Carlos’ Mexican Restaurante was reported stolen. *After driving his pickup truck into his White Schoolhouse Road resi- dence, Gary Michael Phil- lips, 54, was taken to TRCH on a peace officer’s mental hold. *Chased from a shed to which he’d forcibly gained entry, David James Parker, 47, was arrested as he walked northbound on Takilma Road. He was cited on charges of second-degree burglary and second-degree criminal mischief. The state of Oregon has released the findings of the 2006 Oregon Population Survey. It provides a wealth of data on income and other household characteristics, health insurance coverage, educational attainment, commuting choices, educa- tion, child-care arrange- ments, and Internet usage. The telephone survey, conducted by the Northwest Research Group during summer and fall 2006, also provides information on Oregonians’ perceptions, ranging from the quality of public services to their sense of community. Key find- ings: In-Migration: *The rate of people mi- grating to Oregon during the past five years grew from 17 percent in 2004 to 23 per- cent in 2006. A Benchmark increase occurred in all re- gions but Region 4 (Josephine, Jackson, Doug- las, Curry and Coos coun- ties), which remained the same as in 2004. Region 4 showed 19 percent both years for Ore- Three flee cops; jump in river; one jailed Thursday, Feb. 8 *Illinois Valley High School student Kodi Gil- more, 16, was cited on a charge of possession of a controlled substance (PCS), less than an ounce of mari- juana within 1000 feet of a school after it was reported he had some in his locker. *Workers at Cave Junc- tion DQ reported theft of a tip jar containing a small quantity of cash two weeks ago. *A Greenview Drive resident reported theft of two chainsaws from a locked garage. *Animal Control was notified that a brown-and- white pit bull with a spiked collar was standing on the middle of Redwood Hwy. at Kerby Mainline blocking traffic at 1:12 p.m. *Margaret Lucille Har- wood, 47, of Cave Junction was cited on a charge of menacing after she reported an altercation with her son, 15. *Approximately 1 mile up Happy Camp Road from Takilma, a large boulder on the roadway was causing a traffic hazard. Too large to move, the boulder was marked off with flares, and county Public Works was notified. *In violation of a re- straining order prohibiting third-party contact, a man delivered a blanket to his daughter’s school to give to her, it was reported. *An orange chainsaw was reported stolen from a locked pickup truck in Selma. Friday, Feb. 9 *Following a report of continuing threats and har- Education: *Approximately a third of Oregon adults older than 25 report that they have a college degree or higher, about the same as in ‘04. The percent of Oregonians who report that they hold an associate degree or have some college training rose from 28 percent in ‘04 to 31 percent in ‘06. Health and Well-Being: *An estimated 15.6 per- cent of Oregonians (576,000) lack health insur- ance, compared to 17 per- cent in ‘04. Approximately 12.6 percent of those 18 and younger (116,000 children) lack health insurance, com- pared to 13.0 percent in ‘04. *The percent of Orego- nians who report suffering from a long-lasting disabil- ity increased from 13 per- cent in ‘04 to 18 percent in 2006. Approximately half of those between the ages of 75 and 84, and two-thirds of those 85 and older, report living with a disability. Oregonians’ Perceptions: *About their state and community: Oregonians remain positive about their state. Approximately 87 percent feel somewhat or very positive about the state, a figure that is up slightly from 84 percent in ‘04. The post-9/11 boost in feelings of community cohesion con- tinued through ‘06, with about half feeling part of the community. During 2000, the figure was 37 percent. People who have moved to Oregon dur- ing the past five years are less likely to feel a part of their community. Orego- nians rated access to health care and controlling drug use lower than in recent years. *About government services: The percentage of Oregonians who feel very positive or somewhat posi- tive about government ser- vices rose from 60 percent in ‘04 to 65 percent in ‘06. This is still below the high of 79 percent in 2000. *About infrastructure: Compared to ‘04, a higher percentage of Oregonians think Oregon is doing a bet- ter job in maintaining high- ways, roads and bridges. Despite a significant in- crease in concern about traf- fic in the Portland area, the great majority of Orego- nians do not view traffic as a serious or critical problem. However, controlling sprawl and developing mass transit were all rated lower than in recent years. *About education: The percentage of Oregonians who believe the state is do- ing very well or somewhat well in K-12 education dropped from 64 percent in ‘04 to 60 percent in ‘06. A slow but steady decline has occurred in perceptions of how Oregon is doing in un- dergraduate and graduate education at public four- year colleges and universi- ties, falling from 85 percent in 2000 to 80 percent in ‘06. Community colleges remain a favorite with Ore- gonians, holding steady at an 88 percent overall ap- proval rating. *About the environ- ment: Oregonians continue to feel that Oregon is doing a good job in preserving the state’s resources and envi- ronment. Generally, envi- ronmental protection re- ceived the highest ratings from Oregonians. Provision of parks and open spaces is the most highly rated of any service, with a 90 percent approval rating -- about the same as in ‘04. MANSFIELD R.
