Page 4 Illinois Valley News, Cave Junction, OR Wednesday, January 31, 2007 Cave Junction Mayor Paulson wants hometown police officer hired by March By SCOTT JORGENSEN IVN Staff Writer Cave Junction Mayor Tony Paulson fielded a se- ries of questions regarding a possible city police depart- ment during the Illinois Val- ley Merchants Association’s (IVMA) Thursday night, Jan. 25 meeting. Paulson, addressing approximately 20 people at IVMA’s office at Federal Paralegal, began by explain- ing why the city’s prevous department was dissolved. The federal government required the city to have a department due to its popu- lation figures. Federal CETA grants helped start the department, but Congress eliminated funding for that program shortly thereafter. Those factors, com- bined with the city’s own financial woes, caused the department’s elimination in the early 1980s. “It’s been a long battle, and there’s just not the fund- ing to take care of it,” Paul- son said. Paulson said that the federal Dept. of Homeland Security (DHS) and Federal Emergency Management Agency (FEMA) have grant programs to supplement existing departments, but none to establish a local force. “There’s no funding anywhere to start a police department,” Paulson said. He rejected the notion of an all-volunteer police force, stating that under Ore- gon law, volunteers lack the authority to make arrests. He also said that hiring a private security company was not an option, as three companies have unsuccess- fully tried to provide such service in the city. “That would be a waste of money,” Paulson said. His proposal is to use half the money, saved from not filling the city’s public works supervisor position, to catch up on repairs to public facilities. The other half of that money would go toward hiring one full-time, certified officer to provide a police presence and handle administrative and grant- writing duties. Any grants awarded to the city would then go to- ward further bolstering the department. “I think it’s doable to start with one (officer) and go from there,” opined the mayor. Another option would be to hire a consultant to study the feasibility of a local department, but Paul- son said that he would pre- fer a police officer. He said that it would take six months to a year to determine the effectiveness of the program, and that he wants to have an officer hired before March. The concept of an Illi- nois Valley Police Dept. had been discussed during 2002, Paulson said, but gained little support. A nine-man, valley- wide department would have cost between $2.75 and $3.25 per $1,000 of as- sessed property value. How- ever, creating a taxing dis- trict for the valley police force would have been a “two-year process,” Paulson said, and would have cost between $20,000 and $40,000 to establish. Paulson said the use of bonds to pay for a city po- lice department is out of the question, as they can only be used for infrastructure pro- jects and not on personnel. “A bond is on a struc- ture or an asset,” he said. The mayor said that the city would be willing to keep contracting with the Josephine County Sheriff’s Office (JCSO) for police coverage if that department remains viable and patrol levels retain recent levels. He did not address where the money for the pact would be used, if it is not renewed. The current cost is approximately $96,000 for one deputy working 40 hours in city limits. A ruling was issued last week by the Oregon Su- preme Court upholding the legality of a public safety surcharge used to pay for police services. Paulson said he was aware of the ruling, which involved the city of Jacksonville, but had yet to examine its implications. Toward the end of the IVMA meeting, Paulson was asked how the city’s merchants can aid efforts to increase law enforcement in the area. “It’s not about the money to start it,” Paulson said. “It’s just a matter of showing support.” Get in & get signed-up! Mr. Montague was born on Jan. 31, 1916 in Alameda, Calif. He served in the U.S. Army Air Corps from Jan. 13, 1942 to Nov. 26, 1945. On Aug. 10, 1951 in Mexico, he married the former Elouise Jones. He made his home at Mountain Man RV Park in Cave Junction in 2003; then moved to a park along Rogue River because of his own health issues. Mr. Montague was a li- censed Realtor, and patented his own accountant forms. He had served as a Cubmaster, and was a charter member of the Lake Mead Association. His hobbies included swimming, boating, camping, fishing, horseback riding, and reading magazines about flying. He especially enjoyed flying his own single-engine aircraft, having earned his pilot license in July 1948. His pri- mary hobby was riding motor- cycles, and he rode a 250cc Harley through his 89th year. He is survived by three daughters, Vicki Waple, of Selma; Rita Montague, of Las Vegas, Nev., and Teri Monta- gue, of Colorado Springs, Colo.; a son, Craig J. Monta- gue, of Las Vegas; 12 grand- children; and 10 great- grandchildren. He was preceded in death by his wife, Elouise Jones Montague; and a son, Todd E. Montague.
