Illinois Valley News, Cave Junction, OR Wednesday, January 24, 2007 Page 7 IVFD under newly developed bomb rules Icy crash on Williams Hwy. claims 2nd victim A second person has died from injuries suffered in a motor vehicle crash on Hwy. 238 (Williams Hwy.) east of Grants Pass on Jan 12, according to Oregon State Police. The person, identified as Katherine Orr Grubb, 74, of Grants Pass, was the rear passenger in a 1994 Chevro- let Blazer whose driver lost control on the icy highway and went into the path of a 2005 Dodge 1-ton pickup truck. Grubb was ejected from the vehicle and initially transported to Three Rivers Co mmunity Ho spital (TRCH) in Grants Pass by American Medical Re- sponse (AMR). On Jan. 15 she died from injuries she sustained in the crash, OSP said. Investigation shows that she was not wearing a safety belt at the time of the crash, the agency added. The crash, which caused closure of the high- way for more than three hours, was one of many in Josephine County on Jan. 12 following a snow storm. The accident occurred, said OSP, at 12:30. The Blazer was driven by Terry Gleason, 55, of Murphy, who was eastbound near milepost 3 when he lost con- trol on the icy road. The Blazer traveled onto the lane for westbound traffic, where it struck the pickup driven by Scott Jorgenson, 37, of Grants Pass. Gleason and Grubb were ejected from the Chev- rolet and transported by AMR to TRCH with serious injuries. The right-front pas- senger in the Chevrolet, identified as Judith Kay Gleason, 51, of Murphy, was pronounced dead at the scene. Jorgenson was trans- ported to TRCH for treat- ment of minor injuries. The two passengers in the Dodge, identified as Ava Madeline Jorgenson, 8; and Ryan Paul Jorgenson, 13, both of Grants Pass were not injured. Speed and icy condi- tions are believed to be con- tributing factors for the crash. Initial investigation has determined that Judith Gleason was the only occu- pant in the Chevrolet wear- ing a seatbelt. However, her side of the vehicle took the most impact, said OSP. All occupants in the Dodge were wearing safety belt devices. The Josephine County Sheriff’s Office, ODOT, Grants Pass Dept. of Public Safety, Rural/Metro Fire Dept. and AMR all assisted. In cases of bombs, bomb threats; or chemical, biological, radiation, nuclear and explosives emergency incidents, Illinois Valley Fire District (IVFD) will respond at the request of law enforcement, but will not “render safe, remove, or directly contact the sus- pected explosive device.” That’s the essence of “Bomb Threat Standard Operating Guidelines” re- ceived by the IVFD Board of Directors during its meet- ing this month at district headquarters. Chief Harry Rich made the presentation. Rich told the board that dealing with an unexploded explosive device is a police matter, and that evacuating buildings is up to those in charge of the buildings. IVFD, the chief said, will assist in any way it can at the direction of Josephine County Sheriff’s Office or OSP. “Fire district personnel may assist in evacuation as assigned by (a) unified com- mand,” Rich said. “All fire personnel and apparatus shall remain at a designated distance.” The guidelines, con- tained in slightly more than a four-page report, stem from a recent bomb threat incident at I.V. High School. Rich noted that until Ken Mann Memorial Gym was found free of explo- sives, students were forced to be outside in cold weather. Had it been raining or snowing, he said, the situation could have caused severe hardship. The possibility of busing students to safe locations in case of a bomb threat should be considered, he said. The chief said that he plans to conduct an orienta- tion meeting regarding the guidelines. A date has not been set, but invitees would include representatives of Three Rivers School District schools in the valley, OSP, the sheriff’s office, and other fire agencies, as well as IVFD personnel. In the event of an actual explosion, IVFD and medi- cal units would be dis- patched Code 3 (lights and sirens), the guidelines note. They add that personnel should always be aware of the possibility of secondary devices, which are set to harm emergency respond- ers, the chief said. Other portions of the guidelines cover how to receive a bomb threat; rec- ognizing letter and parcel bombs; responses to weap- ons of mass destruction; and how to deal with explosive devices or substances brought to a fire station. Saturday, Jan. 13 *On E. River Street a boy claimed to have been beaten, and to have suffered concussion. *Three dollars, various forms of ID and an ATM card were in a leather wallet reported stolen from a W. Lister Street residence. *Four of five vehicles slid off Kerby Mainline on the way to the Southern Oregon Sanitation transfer station, due to extremely icy conditions. *On S. Redwood Hwy. in Cave Junction, Gregory Warren Weems, 47, was cited on charges of expired tags, and failure to carry insurance. *“Wildlife,” specifically a fox observed upon a dep- uty’s arrival, was the likely cause of “prowler” noises heard in a backyard on S. Kerby Avenue around 8:30 p.m. *Grants Pass Dept. of Public Safety officers sought help retrieving a tele- phone said to have been stolen by a Cave Junction resident from Three Rivers Community Hospital. *Renee Kayleen Petty, 49, was cited in Downtown Cave Junction at 9:30 p.m. on charges of speeding, driving without a valid op- erator’s permit, and driving uninsured. *Having admitted to consuming several beers and attempting to hide an- other under the seat of his car, Jacob Charles Galbraith, 17, was cited on charges of being a minor in possession of alcohol, and also for failure to obey a traffic control device on N. Hussey Avenue at River Street at 10:21 p.m. Sunday, Jan. 14 *License plate tags were reported stolen from a vehicle parked near I.V. Video Mart & Radio Shack at 5 p.m. *A deputy contacted a person who lost a large bag a trash while en route to the transfer station on Kerby Mainline and advised them how to properly tarp their load. Monday, Jan. 15 *Prescription medica- tion was reported stolen from a McMullen Creek Road residence. *Illinois Valley emer- gency personnel responded to a fresh slew of MVAs due to ice today. Many oc- curred on Laurel Road near N. Old Stage Road. *Thieves took some fire extinguishers and a heat lamp from some outbuild- ings at Lake Selmac, the park host reported. Also, some graffiti was noted. *A disturbance, report- edly at times physical, but on the whole categorized as verbal, occurred at the ath- letic field behind Lorna Byrne Middle School. A deputy stood by to ensure “nothing flared up.” *Her son was likely responsible for the items missing from her Dick George Road residence, a woman said. *James Dee Campbell, 46, was lodged in Josephine County Jail on a charge of fourth-degree domestic as- sault Tuesday, Jan. 16 *Logs unavailable. Wednesday, Jan. 17 *Gary Michael Phillips, 54, was cited at the Illinois Valley Substation on a charge of failure to appear on an earlier charge of driv- ing under the influence of an intoxicant (DUII). He later was cited on a charge of driving with a suspended license (DWS), and his ve- hicle, which bore switched license plates and had no insurance, was impounded from a location on White Schoolhouse Road. *A Norman Road resi- dent said that a man broke into his home and took com- puters and other items which are part of a civil dis- pute. Thursday, Jan. 18 *Small footprints, per- haps those of a young child, were discovered heading toward a creek off Illinois River Road. The caller was providing the information in the event anyone was re- ported missing. *On Naue Way a woman thought she saw people stealing items from a car left stuck in a ditch in the 600 block. Friday, Jan. 19 *An intoxicated woman on Finch Road was said to be yelling at passing cars at 12:21 a.m. After a deputy investigated this disorderly conduct, Melissa Jayne Lowenstein, 40, was cited on charges of probation vio- lation, and failure to appear on an original DUII charge. *Located at the Junction Inn, reported runaway Emily Carroll, 13, was taken to the Juvenile Justice Cen- ter in Grants Pass. *Robert Michael Marti- nez, 59, was cited on a charge of violation of the basic rule (VBR/driving too fast for conditions) follow- ing an icy wipe-out on Reeves Creek Road. *Ignoring “No Tres- passing” signs, people on ATVs were crossing his property and tearing it up, according to a man on Reeves Creek Road. *Stephanie E. Smith, 18, was cited on charges of driving uninsured and with- out an operator’s permit on Schumacher Street. Her pas- senger was warned about furnishing a vehicle to an unlicensed driver. *Mutual combat be- tween intoxicated persons created a commotion in the 29000 block of Redwood Hwy. at 7 p.m. *Jacqueline Lea Landers, 49, was cited on charges of DWS and driving uninsured on Caves Hwy. at Caves Avenue at 8 p.m. Her vehicle was impounded. Wednesday, Jan. 10 *Responding to a report of 25 to 30 trees stolen on Draper Valley Road, a dep- uty, noting rotting stumps, determined the area to have been logged “approximately five years ago.” He also thought the complainant “appeared to be hallucinat- ing.” *Vandals tore down a security light behind a busi- ness on S. Caves Avenue, causing $125 damage. *Norman Road resident Scott Adam Seaman, 41, was arrested on a Clacka- mas County warrant charg- ing first- and second-degree theft. Thursday, Jan. 11 *A bevy of motor vehi- cle accidents (MVAs) were reported. Some were re- ported again long after they’d occurred. Most were a result of icy roadways, and caused few serious injuries. *Away from home, a woman believed that her husband needed medical attention at their Hogue Drive residence. When con- tacted, the man was adamant that he was just having trou- ble with dogs who were fighting, and did not need law enforcement assistance. *In the 24000 block of Redwood Hwy. a man said that the driver of a large sil- ver pickup truck spun out on his front yard earlier in the day, causing large ruts. The matter was referred to OSP. *Robert James Harri- son, 38, was cited on a charge of failure to appear on charges of menacing, criminal mischief and at- tempted assault. *A driver said that he’d been rear-ended on White School House Road, and that the other driver fled without sharing information. *The mother of a Lorna Byrne Middle School stu- dent said that someone slammed her son’s face into a desk, causing a swollen nose. *His neighbor cut his cable TV line while using a backhoe, said a man in the 25000 block of Redwood Hwy.
