Newspaper Page TextPage 7 Illinois Valley News, Cave Junction, OR Wednesday, January 19, 2005 Indonesian tsunami causes wave of Oregon coast fears To measure how far the effects of the tsunami disas- ter in Indonesia have reso- nated, Oregon coast resi- dents needed only to look at the Pacific Ocean. A measurable tsunami was recorded along the West Coast in the days fol- lowing the Dec. 26 earth- quake in the Indian Ocean. It was only 6 to 10 inches along Southern Cali- fornia and less than that along the Oregon coast, but measurable nonetheless, said Michael Murphy, Curry County Emergency Services coordinator. “We were able to deter- mine that the tsunami did get into the Pacific Ocean,” he said. The quake not only set off a series of destructive waves that devastated eight countries ringing the Indian Ocean, it set off a number of calls and questions to local authorities. Murphy said that he received a few calls. Brook- ings Fire Chief Bill Sharp and Police Chief Chris Wal- lace also fielded inquiries about tsunami information. School fund gains bucks from DSL Josephine County has received December’s alloca- tion of $412,314 as its share of $20,123,675 in earnings of the Common School Fund (CSF), disbursed by the Oregon Dept. of State Lands (DSL). The money is for kin- dergarten through 12th- grade public school classes. December’s allocation, said DSL, is three times as much as the June distribution, which was $6.7 million. Disbursements to the counties is based on the 4 to 20-years-old population. Josephine County has 17,218 in that category, and thus received $412,314. Other disbursements include Jackson County (44,761) $1,071,879; Doug- las County (23,444) $561,406; and Curry County (3,786) $90,662. The largest amount is $3,468,251 for Multnomah County (144,832). DSL said that recovery of the stock market during 2003 boosted the CSF value by 21 percent, from $665 million to $805 million. The State Land Board follows a sliding-scale dis- tribution policy based on the annual change in value of the fund. As the annual change in CSF value rises, the distribution increases to a maximum of 5 percent when the fund value in- creases 11 percent or more in a year. As a result, during 2003-05 state budget period, the total distribution to schools will be $53.5 mil- lion. The December alloca- tion is the first of the higher distributions. An identical amount will be sent in June. With a value of $902 million in November, the fund could continue to dis- tribute higher amounts through the next fiscal year, said DSL. In 1995, the Oregon Legislature passed a bill that set in motion an earthquake and tsunami plan that not only identified hazard zones and established emergency procedures, it prohibited certain types of develop- ment in those hazard zones. Schools, hospitals and police and fire stations can no longer be built in what are known as inundation zones. Gold Beach High School could not be built at its present location. In fact, much of Gold Beach is in an inundation zone. Brookings is a little different because of its to- pography. “Brookings itself is sit- ting on a shelf about 120 feet high,” said Sharp. “We feel Brookings would be safe from a tsunami. An earthquake is something else, though.” The subduction zone at the convergence of the Juan de Fuca, Pacific and North American plates, just off the Oregon coast, is eerily simi- lar to the geological struc- ture that caused the Indone- sian earthquake and tsu- nami. (See “Illinois Valley News” article on Jan. 5). That subduction zone, along with the earthquakes in the San Francisco Bay Area and Southern Califor- nia in the 1980s and 1990s, led to Oregon’s concern and planning for similar catas- trophes. According to a 1999 study by the Oregon Dept. of Geology and Mineral Industries, a magnitude 8.5 earthquake along the Ore- gon coast could result in approximately 5,000 deaths and $12 billion in damage. The worst-case scenario in the Brookings-Harbor area is that the port and oceanfront areas would sus- tain damage. Evacuation zones include all of the Port of Brookings Harbor, the entire length of Oceanview Drive and the residential areas immediately adjacent to the cliffs in Brookings. It’s also anticipated that the areas along both banks of the Chetco River would be affected. Port Director Russ Crabtree said that the port, like the rest of the Curry County, has its own tsunami emergency procedures. People need to be prepared for that situation,” he added. Unlike the Indian Ocean, the National Oceanic & Atmospheric Administra- tion has an extensive tsu- nami warning system in the Pacific. It is designed to pro- vide warning to North America for distant tsuna- mis. The system measures Pacific earthquakes weekly and issues notices. Most don’t generate a ripple, Murphy said. But that won’t always be the case. “One of these days it isn’t going to be a small wave,” Murphy said. “People are beginning to believe a tsunami is real. “It’s unfortunate that it has to take 150,000 lives to make people realize the threat is real.” -Curry Coastal Pilot evacuate the beaches and businesses, contact boat owners and move out boats if time permits. The schools are centrally located and well above the evacuation zone, Sharp said. The schools provide another valuable asset, Sharp said. The recently constructed buildings at all three campuses are the only structures on the south coast built to current seismic stan- dards, he said. In case of a tsunami, as much warning as possible would be provided by radio announcements, three- minute siren blasts from the Brookings and Harbor fire stations, and contact from emergency services staff. Sharp said that the ground shaking would be the best warning signal to head for high ground if you live in an evacuation zone.
