2003 RE-ROOFING PROJECTS

ADVERTISEMENT FOR BIDS
Sealed bids for the 2003 Three Rivers School District
Re-Roofing Projects will be received by Mr. Lloyd
Russell, at 126 Ringuette, Grants Pass, OR. 97527,
until 10:00 a.m. Thursday, May 29, 2003, and there-
after publicly opened and read aloud at 2:00 p.m.
Bids received after the time fixed for opening will not
be accepted.
The project consists of a base bid to re-roof portions
of Evergreen Elementary School with add bids for re-
roofing the bus barn at Evergreen Elementary and
portions of Applegate and Williams Schools. All re-
roofing work must be completed by August 29, 2003.
A mandatory pre-bid meeting for prospective bid-
ders, sheet metal subcontractors, and suppliers who
wish to submit their materials as alternate to those
specified, will be held at Three Rivers School District,
126 Ringuette, Grants Pass, Oregon. Attendees are
required to meet at the Maintenance Building, on
Thursday, May 22, 2003 at 9:30 a.m.
An advance notice of 48 hours prior to the pre-bid
conference is required to reserve document plans by
calling Schaber and Associates, Inc. at (800) 655-
8921. Bidding documents will be available at the pre-
bid conference and may be obtained only by those
prospective bidders who called to reserve, upon re-
ceipt of cash or check in the amount of $75.00, made
payable to Schaber and Associates, Inc. Deposits
made upon procurement of the bidding documents
will be refunded upon the retu
rn thereof, in good condition, within ten (10) days
after the opening of the bids. Refunds will only be
made to those firms who submit a bid for this project.
No bid will be considered unless fully completed in
the manner provided in the Instructions to Bidders in
the proposal form provided by Schaber and Associ-
ates, Inc. The bid is to be accompanied by a bid se-
curity in the form of a bid bond issued by a surety
company acceptable to the school district or a certi-
fied check or cashier’s check in an amount equal to
ten percent (10%) of the base bid, made payable to
Three Rivers School District. The bid security will be
forfeited as fixed and liquidated damages should the
bidder neglect or refuse to enter into a contract and
provide suitable bonds for the faithful performance of
the work in the event the contract is awarded him.
All bidders shall comply with the applicable provisions
of ORS 279.348 to 279.380 of the Oregon Revised
Statues pertaining to the payment of wages which
are not less than the prevailing wage rates.
Three Rivers School District may reject any bid not in
compliance with all prescribed public bidding proce-
dures and requirements, and may reject for good
cause any or all bids upon a finding by Three Rivers
School District that it is in the public interest to do so.
No bidder may withdraw or modify his bid after the
date and hour set for the opening thereof or before
award of a contract, unless such award is delayed for
a period exceeding forty-five (45) days from the bid
opening date.
Reciprocal Preference: In determining the “lowest
responsible bidder,” Three Rivers School District will
add a percent increase to each out-of-state bidder’s
bid price which is equal to the percent given to local
bidder’ home state. For example, if the “lowest re-
sponsible bidder” is from a state that grants a 10 per-
cent preference to local bidders, Three Rivers School
District will add 10 percent to that bidders price when
evaluating the bid.

Bidders who are listed with the State of Oregon as
being ineligible to bid on public work are prohibited
from submitting a bid on this project. The Three Riv-
ers School District will conduct a post-bid evaluation
of each bidder’s qualifications, including record of
past performance on similar projects. The Three Riv-
ers School District reserves the right to reject Bids
from contractors based upon the contractor’s past
project performance record.

School District, Fruitdale Elementary & Lorna
Byrne Middle Schools Demolition - Asbestos
Abatement projects on May 29, 2003 until 11:00
a.m. at the Three Rivers School District Office lo-
cated at 8550 New Hope Road, Grants Pass, OR
97527. They will be publicly opened and read aloud
at 2:00 p.m. In order to comply the first tier subcon-
tractor information submittal requirements.
Briefly, the work is to remove all asbestos-containing
floor materials, thermal system insulation and other
materials identified from Fruitdale Elementary School
in Grants Pass and Lorna Byrne Middle School in
Cave Junction for demolition of the schools. Each
school will be a stand alone Bid and the contractor
may bid on one or both schools.
Bidders may obtain complete sets of bidding docu-
ments at the Pre-Bid conference at the Three Rivers
School District Office located at 8550 New Hope
Road, Grants Pass, by paying a non-refundable fee
of $25.00 per set.

A mandatory Pre-bid conference and walk-through
has been scheduled for May 19, 2003 at 9:00 a.m. at
the Three Rivers School District Office at 8550 New
Hope Road, Grants Pass, OR. Following the pre-bid
conference a mandatory walk through of both
schools will be conducted.
No bid for a construction contract will be received or
considered unless the Bidder is registered with the
Construction Contractors Board as required by
ORS.671.530.
No bid will be received or considered unless the Bid
contains a statement by the Bidder as a part of the
Bid that the provisions required by ORS 279.348 to
279.380, pertaining to the payment of wages, which
are not less than the prevailing rates, will be included
in the Contract (ORS 279.025). The successful Bid-
der will be required to provide Worker’s Compensa-
tion coverage for employees. Bidders are required to
certify non-discrimination in employment practices
The successful Bidder will be required to furnish a
Performance and Labor and Materials Payment Bond
in the full amount of the contract price. Should a Bid-
der fail to enter into a Contract and furnish the re-
quired Bonds within ten (10) working days after Con-
tract forms are provided to the Bidder, the amount of
the Bid Security will be forfeited to the owner as liqui-
dated damages, but not as a penalty. Certificates of
Insurance will be required.
The Three Rivers School District reserves the right to
(1) reject any or all Bids not in compliance with all
public bidding procedures, (2) postpone award of the
Contract for a period not to exceed sixty (60) days
from the date of bid opening, (3) waive informalities in
the Bids, and (4) select the Bid which appears to be
in the best interest of the District.

PROPOSAL TO ISSUE A ONE-YEAR TEMPO-
RARY SPECIAL-USE PERMIT TO DRAGONFLY
ADVENTURES, INC. The permit would provide
therapeutic wilderness type backpacking trips for “at
risk” adolescents to afford each child a unique experi-
ence designed for safety, self-examination, and per-
sonal growth.
Dragonfly Adventures, Inc. would be authorized to
operate within the northern portion of the Kalmiopsis
Wilderness of the Siskiyou National Forest for one
year using the following trails: Illinois River #1161,
Shorty Noble #1185, Pine Flat #1219, Florence Way
#1219A, and Collier Bar #1182. Group size would be
limited to no more than 11 people, but typically would
be 3 to 4 people including staff. Trips would be 7 to
14 days in length between late spring and early fall.
Travel would be by foot. No pack stock would be
used, no caches of equipment would be allowed, and
no exclusive use of campsites would be granted.
Hunting, fishing or other product collecting would not
be permitted. Clients would be taught and expected
to follow Leave No Trace Outdoor Ethic principles
and techniques. Dragonfly Adventures, Inc. is li-
censed by the Oregon State Office of Services to
Children and Families and is bonded and insured.
