Arrangements are pending with Grants Pass Funeral Al- ternatives & Crematory. Douglas L. Forney Douglas L. Forney, 53, of Selma, died Tuesday, April 8, 2003 at Three Rivers Commu- nity Hospital in Grants Pass. No services will be held. Southern Oregon Cremation Services is in charge of ar- rangements. Memorial donations can be made to a favorite charity. Mr. Forney was born on June 21, 1949 in Bakersfield, Calif. He moved to Selma ap- proximately six years ago. He worked as a substitute teacher. He spent time studying and researching solar energy. Survivors include his mother, Mable W. Forney of Bakersfield, Calif.; two broth- ers, Robert Bruce Forney of Bakersfield and Allen B. Altman of Great Barrington, Mass.; an uncle, Burch C. White of Oakland, Calif.; an aunt, Barbara Forney of Ba- kersfield; and two cousins. He was preceded n death by his father, Dr. Robert L. Forney. PERS liability worsening as legislators face figures By MEDFORD MAIL TRIBUNE Legislative efforts to rein in the state Public Employees Retirement System received a sharp blow recently as new projections show a worsening long-range debt. The PERS liability has grown to $16.42 billion from previous estimates of $15 bil- lion and could peak at $17.79 billion in late 2007, leaving schools and other municipali- ties to pick up the tab. Legislators have created two bills -- one of which has been signed by the governor -- that have not been calculated into the revised debt figures released by PERS recently. Under the current sce- nario, schools can be expected to pay up to 25 percent of their payroll for retirement benefits this July; but by 2007, that amount could rise to al- most 33 percent. "Schools are going to be laying off more people be- cause of PERS," said Republi- can Rep. Dennis Richardson of Central Point. "This system is fatally flawed and could bankrupt the state if we don’t take action." Gov. Kulongoski signed one bill in February that caps PERS benefits at 8 percent, knocking off $1 billion of the debt. Another bill that hasn’t yet been signed into law would replace 1978 PERS mortality tables with current ones to reflect the average lifespan of Americans, which is now four years longer, sav- ing another $1.5 billion. Richardson said that the exact effects of these bills have not been calculated into the new figures released by PERS. "This is extremely frus- trating for schools," he ac- knowledged. "Until we have firm figures, I would advise schools to anticipate the full PERS payment." Valley Evangelical Free Pastor Patty’s talk focused on Matthew 5:17-20 from the Sermon on the Mount. Without the Holy Spirit, we could not obey the law; we could not obey His command- ments. In this scripture, Jesus teaches that Christians need a different kind of rightness- love and obedience. Our righteousness must come from what God does in us. We must be God-centered, not self-centered, and go be- yond keeping the law to living by the principles behind it.
