CHAIRMAN’S REPORT Strategic Planning for 2004 We would not have accomplished all that we have during the past 25 years without effective planning. But the issues that we and other tribes face today have become much more complex and difficult, which means that tribal planning is a much more complex and difficult undertaking. As tribal chairman, I have the responsibility of facilitating an effective strategic planning process to deal with this increased demand upon our tribe. The Siletz Tribal Council has been engaged in exactly that process. Through many workshops during the Chairman Delores Pigsley past few weeks, we have been involved in developing strategic plans for 2004. Free Entrance to Yaquina Head The Bureau of Land Management (BLM) at Yaquina Head Outstanding Natural Area would like to remind all Siletz Tribal members that there is no charge for your use of this area. Typically, the BLM charges $5 per vehicle to the general public for a three-day pass to the area. If you’re interested in visiting Yaquina Head, merely let the ranger at the entrance gate know that you’re a member of the Siletz Tribe or show him/her your tribal membership card and you'll be allowed entrance at no charge. The interpretive center at Yaquina Head is open from 10 a.m. to 5 p.m. and the lighthouse is open this summer from 9 a.m. to 4 p.m. The annual arrival of the common murres already has occurred and thousands are being spotted off the headland. The murres are attracting regular visits by bald eagles, which have been spotted roosting on the islands and on the cliffs above the interpretive center. Seal pups also are being spotted from Cobble Beach. For more information about activities at Yaquina Head, contact the BLM at 541-574-3100 between 10 a.m. and 4 p.m. daily. Planning for 2004 doesn’t mean simply throwing out ideas of what council members would like for that year and deciding we’ll establish this education program or that health program or develop this or that economic enterprise. No matter how much we personally want to see these projects implemented, it’s not such a simple process. Strategic planning is a much more intricate and difficult process. Somehow, we must take into account the many, and often conflicting, unmet needs as they are expressed by our tribal membership. Because every tribal member considers his or her needs as priorities, deciding which program to establish as tribal priorities is easier said than done. It’s against the backdrop of these competing unmet needs and limited current and potential resources that the Tribal Council must, through the strategic planning process, arrive at programs and budgets for 2004. And further, whatever plans we develop must be compatible with our vision of the future - that will help fulfill our long-range tribal goals. An inherent part of the strategic planning process is the involvement of our tribal administrative and program staff who are on the front line of contacts with our tribal members. Spokesperson Training Set for October The curriculum and the agenda for the Tribal Court Spokesperson Program trainings have been set. The first training is scheduled for Oct. 10-11 and the second training for Oct. 17-18. Makeup video trainings can be arranged. Applications are con tinually accepted at Siletz Tribal Court, which would like to encourage all interested Siletz Tribal members or other federally recognized tribal members living on Siletz reservation lands to apply.
