The grant project coordinator is putting together a spokesperson program to represent clients with civil matters. If you or someone you know meets the following admission criteria and would be interested in serving as a volunteer representative for Tribal Court clients, please contact us. Taken from "Tribal Court Rules and Procedures,” section: 3: 21b. Note: There have been small alterations to the section. Admission The Siletz Tribal Court chief judge will certify spokespersons. Client’s fees will be agreed upon with appointed counsel. Appointed counsel may be an attorney or other spokesperson who is a member of the Siletz Tribal Bar. Spokespersons will be required to pay annual fees unless waived. A one-time exam and oath will be taken by the spokesperson. Persons already admitted to the Tribal Court Bar may not be required to complete such admission. 1. The following classes of persons are eligible for admission to the Tribal Bar if otherwise qualified: a. An enrolled member of the Siletz Tribe b. Other Indian resident domiciled on the Siletz reservation c. A licensed member of any other tribal or state bar association 2. To be admitted to the Siletz Tribal Bar, a person must: a. Be at time of admission and continue to be of good moral character b. Pass a Tribal Bar exam c. Sign and take a spokesperson’s oath d. Be approved by the court and pay the Tribal Court Bar admission fee 3. Procedure for applying to become a Tribal Court spokesperson: a. Applications are available through Tribal Court grant project coordinator or at the Siletz Tribe’s Tribal Court office b. Once certified, a copy of the spokesperson manual and ordinance will be provided c. Notification of training dates to be arranged 4. Admission Test: a. Requires an appointment with Tribal Court for the open-book test b. Will include but is not limited to: demonstration of knowledge of Siletz Constitution, ordinances, and codes; Siletz Tribal policies; and court rules and procedures c.
