SCHOLARSHIPS/NOTICES Arthur S. Bensell Memorial Scholarship 2002-2003 Arthur S. Bensell was an educator, civic leader, Tribal Council member, and tribal chairman. He spent many years in service to his community and tribe as mayor of the city of Siletz and as a tribal leader. Art attended Ohio State University and graduated from Heidelberg College in 1934. During his career with the Bureau of Indian Affairs, he served as a teacher, principal, and reservation principal in Minnesota, Alaska, and North Dakota. Upon returning to Siletz, Art became involved in tribal business affairs, served many years on the tribe’s Education Committee, and always strove for better educational opportunities for tribal members. In loving memory of Arthur, a memorial fund was established through the Confederated Tribes of Siletz Indians of Oregon. It is used to honor and award tribal members majoring in education. The $1,000 scholarship is administered by the tribal Education Committee and strengthened by various fund-raising activities throughout the year. Inipi-Oyate-Ki Native American Indian Club - Oregon State Correctional Institute 2002 Dates and Events Sweat Lodge Ceremonies: Every Saturday (volunteers vary), noon - 2:45 p.m., outside - all weather except fog lines. Regular Club Meetings: First and third Thursday of each month, 7 p.m. - 8:30 p.m., inmate dining room. Drum Practice: Every Sunday, 12:30 p.m. -1:45 p.m., academic area. Fun Nights: Sept. 19 and Dec. 19, 7 p.m. - 8:30 p.m., inmate dining room (food, ice cream, and drinks). Talking Circles: Second Thursday of each month, 7 p.m. - 8:45 p.m., academic area. Spirit Run: May 20-24, outside/ inside (weather permitting). A&D Seminar: June 3-14, outside/inside (weather permitting). Graduation in inmate visiting room; each member is allowed a guest. Sundance Sweats: Four days; time/dates depend on our volunteers. Public Comment Invited The U.S. Environmental Protection Agency (EPA) invites your written comments on proposed air quality rules for Idaho, Oregon, and Washington Indian reservations. These basic rules, developed under the Clean Air Act (CAA), would establish enforceable air pollution regulations on Indian reservations in Idaho, Oregon, and Washington where there currently are no EPA-approved tribal or state implementation plans. They would provide air quality protection for the public within reservation boundaries by controlling emissions from sources located within reservations in a manner similar to how sources located outside the reservations are regulated. 12 □ Siletz News □ The rules include a program for identifying air pollution sources, procedures to follow during air pollution emergencies, rules for open burning, and some emission limi tations for industrial sources.
