TRIBAL NEWS Tribal Council Passes Housing Ordinances On June 17, 2000, the Siletz Tribal Council adopted the following ordinances by Tribal Council resolution. The Siletz Tribal Council and the Siletz Indian Housing Authority Board of Commissioners reviewed these ordinances during the past year and the Tribal Council read them on April 28, 2000: ♦ ♦ ♦ ♦ Tribal Housing Ordinance Siletz Tribal Housing Authority Ordinance Siletz Tribal Housing Authority By-Laws Mortgage of Trust or Restricted Land Ordinance These ordinances and by-laws replace the Siletz Indian Housing Authority ordinance adopted on May 18, 1985, and the development of these documents is the result of the SIHA Board of Commissioners and Tribal Council ensuring compliance with the Native American Housing and Self- Determination Act, which was enacted in 1996. The Tribal Housing Ordinance shall apply to any and all arrangements, formal or informal, written or agreed to orally or by the practice of the parties, in selling, buying, renting, leasing, occupying, or using any and all housing, dwellings, or accommodations for human occupation and residence subject to the jurisdiction of the Siletz Tribe pursuant to the Native American Housing and Self- Enrollment, con’t from page 1 at which you receive Siletz News is the address the Enrollment Department has for you. It also shall apply to any and all mortgages, leasehold mortgages, and agreements to secure an interest in a building that is subject to the jurisdiction of the Siletz Tribe. The Siletz Indian Housing Authority Ordinance establishes a “tribally designated housing entity” known as the Siletz Indian Housing Authority and enacts this ordinance that establishes the purposes, powers, and duties of the authority and the Tribal Council in relation to the administration of housing activities. The Siletz Tribal Housing Authority By- Laws include the annual election of Siletz Indian Housing Authority vice chairman and secretary and describes the authority, duty of the officers, and meetings. The Mortgage of Trust or Restricted Land Ordinance assists certain Native American borrowers in obtaining mortgage financing for the purchase of one to four family residences on certain trust land or restricted land within the jurisdiction of the tribe, by prescribing procedures relating to recordation, foreclosure, and evictions in connection with mortgages given to secure loans made by mortgagees. SIHA Position Announcement POSITION: Project Manager SALARY: $31,530-$39,665 SUPERVISOR: Executive Director HOURS: Full-time, with occasional evening and weekend work required MINIMUM QUALIFICATIONS: Bachelor’s degree with working knowledge of construction industry and four years experience with preparing bid specifications, making cost estimates, and inspecting job sites, or high school diploma/GED with 10 years related experience. Oregon driver’s license. Experience with standard office computer software applications, including word processors, spreadsheets, and databases. Ability to communicate effectively with contractors, architects, engineers, suppliers, clients, and staff. Experience with implementing regulations and policies. Knowledge of safety practices applicable to construction sites. RESPONSIBILITIES: % Priority shall be inspection of current development project. Must become familiar with plans and specifications as they apply to project and report to appropriate departments as needed. Shall attend regularly scheduled construction meetings and provide input for conformity to accepted requirements and standards. Shall keep a daily diary of construction activity; become familiar with construction schedule, and coordinate for timely completion of project. Priority on current development project shall be conducting required wage interviews, collecting wage reports, and verifying contractor payroll reports needed to document compliance with Davis-Bacon requirements and Department of Labor. Priority on current development project shall be serving as liaison between the Housing Authority, tribal building department, contractors, and architect/ engineering firms. % Do outreach to Indian-owned contractors and subcontractors and prepare directory of such businesses. Act as liaison between Indian-owned businesses and non-lndian general contractors with goal of involving Indian- owned businesses in as many contracts as possible. (See SIHA on page 15)
