COMPREHENSIVE PLAN SURVEY RESULTS Education I would like to see the tribal internship program initiated. The education plan should eventually include all classes taken by any member no matter the subject matter. It should include any crafts, culture, or other type of education and any book on the subject. 3. The higher education program has taken a nosedive since retirement of Robert Tom. This program needs help. 4. Tribe should not go by welfare standards, just pay schooling. Most members who want schooling do not qualify and this is very discouraging. 5. Eighth grade to high school incentive program. 6. For tribal members who are low-income, on General Assistance TANF, provide educational incentives; help with preschool’ private schools. 1. 2. Employment 1. More support for members who really want to work for the tribe. Also would like to see members who are actually qualified for the positions they hold. 2. I think the tribe needs to work on employment internships especially at the casino. ’ Cultural Heritage 1. Tribal members need to leam our culture and heritage. Do we have books or tapes for purchase? Do we have a culture library? 1. 2. 3. Housing Housing for every tribal member outside the service area. I think it would be nice to establish disabled housing units for tribal members. Housing is good, keep getting better. V. - 1. 2. Natural Resources Cape Perpetua Interpretive Center Can language tapes be made available for sale? 1. Recreation Community Recreation Center 1. 2. 3. 4. 5. 6. Service Expansion Get the reservation back. Let’s do away with the service-area limitation. You get federal funds for our tribe to use no matter where we live. So why penalize us for living outside the service area? Include all tribal members in your programs and get rid of in-service clause that eliminates too many because of where they live. Yes, making it a priority that every registered tribal member receives benefits, that just the same ones year after year receive because they choose to live in the 11 counties. We need to include all tribal members, especially all elders and children in Oregon. Tribal service directory on web page and booklet printed. We should not limit all our activities in Siletz alone. Siletz has only so much room, jobs, to employ tribal members. Communications You need a handbook to tell what each department offers, with phone numbers, and this book should be mailed out to all tribal members. 2. Do we have a web page, and are there e-mail addresses If so an information sheet/card should be sent out or printed in the newsletter. 1. 1. Individual Business Development Should be funded partly through gaming revenues. Transportation No suggestions received Drug and Alcohol Facility No suggestions received 1. 2. 3. 4. 5. 6. 7. Per Capita Per capita from the casino The per capita is nice but should be the last consideration after covering the widest possible health and education benefits; the former is much better in the “incentive" area. A whole lot bigger per capita checks. Give all members at least $500 per year if possible. Start giving tribal members payments. How about letting the tribal members know when the revenue from Chinook Winds will be shared with members. Other tribes with casinos have already begun distributing monies from their income revenues. We really need to step up the per capita distributions goal. Siletz is severely lacking in this area compared to neighboring and other casinos in the state. 8. Elder payments 9. How come there is not a plan to disburse some more of the Siletz $$ to individuals. Some of us live off tribal lands and will probably never see a chance to move back. 10. lam concerned that there is a whole box that talks only about per capita. We should be increasing our tribal land and resource base, instead of worrying about what there is to divide up. 11. Distribute per capita to tribal elders and when money permits, pay per capita to general membership. 12. The per capita could maybe be increased. General As a whole, we still are not servicing all our tribal members You still only service a handful of tribal members in the Siletz area. 2. Council is really slack on servicing all our tribal members. We are not taking care of all tribal members’ needs as of yet. 3. I don’t know how long you have worked for the Siletz Tribe Someone should have told you that the Siletz Tribal people have no voice in any planning or whatever. So don’t waste your time in getting any input. 4. You are all doing a wonderful job, keep it up. Thank you for all your efforts. » 5. Too much money is spent on Tribal Council and unnecessary employees. Start treating all tribal members equally. 6. There have been rumors of mismanagement of funds. 7. Progress is being made on many fronts. The video camera at Council meetings should help them be more productive Good idea. 8. I think we are on the right track and appreciate all the hard work our leaders are doing. Do not think they are really getting appreciation they so deserve. 9. You guys are doing a good job! Keep up the good work. Working for others is more rewarding than working for yourself. 10.1 want to say thank you for the gifts and services we elders enjoy. 11.1 just want to thank the Tribal Council for all your hard work and dedication in representing our needs. 1. 15
