The US Army Corps of Engineers rejected Symbiotics Inc.’s final design for the project in late 2011 because of concerns that it would “reduce the flow volume through the single existing outlet at the dam,” according to a representative of the Oregon Water Resources Department. In response, Symbiotics, Inc. has undertaken a “massive redesign” of the outlet tunnel, explains Erik Steimle, Symbiotics director of environmental compliance. The new outlet tunnel is intended not to affect or compromise the existing Corps of Engineers outlet in any way. All of the other features of the project will remain the same, including the buried transmission line and construction of the fish passage. This engineering redesign effort is still under way and, as a result, construction on the hydroelectric project will not begin in 2012. Symbiotics expects to announce an estimated start date sometime this winter. Stay tuned!
