6 community news december7 2017 Additional Beverages to be Included in Oregon’s Bottle Bill Beginning January 1, 2018 The Oregon Liquor Control Commission wants to remind con- sumers and retailers that additional beverages are being included in Or- egon’s Bottle Bill and will have a re- fund value of 10 cents per container beginning January 1, 2018. This change came as the result of Oregon statute, ORS 459A.702. Most beverages in bottles or cans that are sold in sealed glass, metal, and plastic in sizes from 4 ounces up to 1.5 liters will be included. The Columbia County Sheriff’s Office takes control of stray and danger- ous dogs and holds them for a minimum of five days in fulfillment of state law. County officials began discussions with the Humane Society in spring of 2017 after the agency sought to double the amount of funding it received from the county for caring for dogs in the man- dated five-day period. The county has determined that it can manage these re- sponsibilities for less funding without compromising service. The Sheriff’s Office will provide space and care for animals seized until the legal require- ment to do so runs out. Once state law is fulfilled, and if no owner is available or the owner refuses to take the animal back, then it will first be offered to the Humane Society, then other shelters. The Columbia Humane Society will continue to be given the same space in the county-owned building they cur- rently use free of charge thanks to a 99- year agreement. While CHS was respon- sible for maintenance and other building costs, those costs will once again be shared, as they were prior to the contract which was signed in 2013. Sheriff Jeff Dickerson noted that the change in the process will also allow the county to begin a new training pro- gram at the county jail. Select inmates will be given the opportunity to serve the community and learn valuable skills by taking care of animals in its care to insure that their needs are met. The staff and volunteers at CHS say they are committed to continuing to serve county residents and their pets to the best of their ability. Current ongo- ing programs are: Low-cost Vaccination Clinics, Socialization Therapy, Senior Dog Adoptions, Foster and Hospice Care, and Kennel Enrichment for all dogs and cats. Beginning Monday, De- cember 4, 2017, the Warm A Dog (WAD) program was started. This is a joint ven- ture between the CHS and Community Action Team (CAT) to provide safe shel- ter for homeless person’s pets while they are seeking shelter from the cold in the community warming center.
