Mind the Gaps: How Gender Shapes Our Lives
From the moment we are born,
gender shapes every aspect of our lives:
our interests, opportunities, and how we
move through the world. In the twenty-
fi rst century, disparities among the gen-
ders still prevail, especially the intersec-
tions of race, class, immigration status,
and geography. What can these disparities
tell us about society’s values and priori-
ties? How can we better understand the
complexities of gender’s effects on our
daily lives and identities?
This is the focus of “Mind the Gaps: How Gen-
der Shapes Our Lives,” a free conversation with Jade
Aguilar on Thursday, March 23, 6:30 pm at the Verno-
nia Public Library. This program is hosted
by the Friends of the Vernonia Library and
sponsored by Oregon Humanities, and is
part of Oregon Humanities’ statewide
Conversation Project.
Aguilar is an assistant professor of so-
ciology and women’s and gender studies
at Willamette University. Her broad areas
of study are gender, sexuality, and family,
and her main area of focus is the study of
intentional communities.
Through the Conversation Project, Oregon
Humanities offers free programs that engage commu-
nity members in thoughtful, challenging conversations
about ideas critical to our daily lives and our state’s fu-

Columbia 9-1-1 Receives Budget Award for 15 th Consecutive Year
The Columbia 9-1-1 Commu-
nications District Board of Directors is
pleased to announce that the District has
been recognized by the Government Fi-
nance Offi cers Association of the United
States and Canada (GFOA) and has re-
ceived the GFOA’s Distinguished Bud-
get Presentation Award for its budget for
FY 2015-16
The District has received this
award for 15 consecutive years. The
award represents a signifi cant achieve-
ment by the District. It refl ects the com-
mitment of the Board of Directors and
staff to meeting the highest principles of
governmental budgeting. In order to re-
ceive this budget award, the District had
to satisfy nationally recognized guide-
lines for effective budget presentation.
These guidelines are designed to assess
how well the District’s budget serves as:
• A policy document
• A fi nancial plan
• An operations guide
• A communications device
The District budget document is
rated as profi cient in all four of the above
categories and must also meet 14 man-
datory criteria in each category. When

Award is granted to an entity, a Certifi -
cate of Recognition is also presented to
the individuals that are primarily respon-
sible for the award achievement.
The District is very pleased that
Nancy Edwards and Maryjo Beck have
earned that recognition. Edwards serves
as the Administrative Services Manager
and the District Budget Offi cer. Ed-
wards has worked for Columbia 9-1-1
since 1995 and a few of her many duties
include; responsibility for the effi cient
management of business offi ce activities
including payroll, budget reports, ac-
counts receivable and payables.
Beck is the Offi ce Support Spe-
cialist and has worked for Columbia
9-1-1 since 2003. Some of the many
duties she performs; provide clerical
support and assistance in the business
administration of the District; transcrip-
tion of meeting minutes, typing, mailing
and fi ling of correspondence, fi ling and
maintenance of fi les, business computer
data entry and revision of forms, policies
and other documents and maintenance or
reorganization of computer data records;
and other offi ce and clerical support du-
ties as assigned.
These award recipients have
pioneered efforts to improve the quality
of budgeting and provide an excellent
example for other governments. Colum-
bia 9-1-1 is very pleased to recognize
the hard work and professional contri-
butions of Nancy Edwards and Maryjo
Beck.

Council Schedules Workshop on
Police Reserve Program – At the
request of Police Chief Mike Conner,
Council scheduled a workshop for
March 6 at 6:30 pm to discuss the
potential of starting a police reserve
offi cer program.
City Administrator Report – City
Administrator Josette Mitchell told the
Council that following a walk-through
of the Wastewater Treatment Plant proj-
ect, a punch list of items still to be com-
pleted by the contractors was created,
which includes rocking, fi nal grading,

buildings. Mitchell said there is also
an issue of leaking from the DAF that
needs to be repaired.
Mitchell provided Council with
the latest draft drawings for the Senior
Center/Food Bank project and said she
would be meeting with the Boards of
both the Senior Center and Food Bank
for feedback before moving towards fi -
nal plans and bid documents.
Mitchell said the demolition of
the Photo Solutions building has been
delayed after an extension was granted
by FEMA. A walk-through with the
demo company is scheduled for March
10 after which demolition will occur
within fi ve to six weeks.
Mitchell said the City has se-
cured the services of Carole Connell
and Matt Straite as new City Planners
and has begun updating them on current
projects.
