City Administrator Report continued from page 5 ARRESTS/REPORTS/CITATIONS: • July 2, 2013 – Report of a Motor Vehicle Crash in the 700 Block of Jefferson Ave. • July 3, 2013 – Arrest on a Parole and Probation Detainer. • July 7, 2013 – Report taken and forwarded to the Columbia County District Attorney’s Office for Criminal Trespass II. • July 8, 2013 – Report of a Theft of a ATV – (4)wheeler in the 200 block of Louisiana Ave. The (4)wheeler is a red in color Honda 400ex valued at $3000. Ongoing Investigation. • July 8, 2013 – Arrest and transport to the Columbia County Jail for “Assault 4 – Domestic” in the 59000 block of Nehalem Hwy S. • July 10, 2013 – Issued a citation for “Criminal Mischief” at Shay Park. • July 10, 2013 – Report of a Theft of a motorcycle in the 600 Block of California Ave. The motorcycle is a red in color 2006 Suzuki XR1 GSXR 1000. The motorcycle is valued at $6600. Ongoing Investigation. • July 11, 2013 – Arrest and transport to the Columbia County Jail on an outstanding Arrest Warrant. • July 11, 2013 – Report taken on “Found Marijuana” in the 700 Block of Bridge hyporheic discharge model. The City con- tacted a number of local excavators and Co- lumbia County Roads Department, but have not been able to identify a local resource for fill and aggregate. If local resources are found to be unavailable, importing aggre- gate, fill and clay may increase the project estimate. HYPORHEIC DISCHARGE GALLERY & MECHANICALS; PERFORMANCE STANDARDS EVALUATION As discussed previously, there will be reports delivered to the City that detail the as-built plans, the first year operations evaluation report, and compliance with DEQ. The construction engineer (not yet selected) will complete these reports. OPRD SPENCER PARK DE- VELOPMENT The proposed restroom near the basketball shelter and the new baseball diamond was removed from the Replacement Park Project. The Parks Committee will make a recommendation to council on a fa- cility design and location. OPRD MASTER PARK PLAN MacKay and Sposito seek input from the public to assist in their park planning project. A survey will be posted on line and made available at local outlets in July. The City will try to wrap up this project by Sep- tember 2013. OTHER PUBLIC WORKS ACTIVITY WATER RATE UPDATE OAWU met with City staff and shared their assessment of the water rate adjustment and made a two-year CPI rate adjustment. This will be shared with the Public Works Commit- tee. This adjustment and any other recom- mendations that the PWC may make to the Water Fund budget (e.g. meter replacement program, reserve requirements, equipment replacement) will be reviewed as an entire package. SEWER RATE STUDIES City Council directed the City Administrator to complete an ordinance and resolution to implement the sewer rate adjustment by Oc- tober 2013. If the sewer project is delayed by a year the proposed increase in rates may be made over three fiscal years instead of two. EPA STATE AND TRIBAL ASSIS- TANCE GRANT The EPA Grant is spent out – we have less than $500 available of the $291,000 grant. Close out has started and will be complete by September. GENERAL CITY ADMINISTRATION PLANNING COMMISSION TO LOOK AT WAYFARING SIGNAGE The Planning Commission will look at way- faring signage options to better link the Banks Vernonia Linear Trail to the City park system and downtown merchants. The City will coordinate with Oregon Parks and Rec- reation Department to access their signage catalog as a resource for ready made signs that will lend continuity. The City received signage from Washington County Visitors Bureau to link our trail to the Tualatin Valley Scenic Bikeway. All of this signage needs to be organized so clear information is provided for trail users in order to encourage visitors to the downtown area. Case referred to Columbia County Mental Health. • July 13, 2013 – Arrest and transport to the Columbia County Jail for Probation Violation. TRAFFIC CITATIONS: • July 4, 2013 – Issued citations for Driving While Suspended, Improper Display, and Fail to Carry Proof of Insurance. • July 5, 2013 – Issued citations for Fail to Carry Proof of Insurance, and Improper Display. • July 5, 2013 – Issued a citation for Driving While Suspended. • July 6, 2013 – Issued citations for Driving While Suspended, Fail to Obey Traffic Control Device, and Fail to Carry Proof of Insurance. WOEC LIGHT INVENTORY The inventory is complete. WOEC’s esti- mate of lighting is accurate. FLOODPLAIN MANAGEMENT The City Administrator will meet with mem- bers of the Emergency Preparedness Com- mittee to discuss expanding their role to include floodplain management policy forma- tion. This is an important and as yet undi- rected aspect of city programmatic oversight. The City has no advisory committee with the formal role of supporting the City Council and staff by reviewing plans, budgets and strategies for achieving and maintaining compliance with FEMA National Floodplain Insurance Program. As the City will have a perpetual relationship with FEMA this is a critical additional and expansion of advisory support to the City Council. COMMUNITY PARTNERSHIPS ROSE AVENUE PROJECT The City Administrator provided the City At- torney with the contact information for the Vernonia Health Center Board’s attorney. This will allow initial conversations on the form of a land lease to take shape.
