WASTEWATER TREATMENT
PLANT PROJECT
WWTP COST ESTIMATE
The Wastewater Treatment Plant (WWTP)
facility improvements project cost estimate is
within a $5.25 to $6.0 million range. We have
however used $5.8 million in the FCS Group
wastewater rate study, which is high center
in the above range. Additionally, we are as-
sessing breaking the dike elevation project
out of the new construction project, to allow
for the elevation to take place this fall as a
flood protection effort. DEQ has determined
that this is allowable as an expansion of the
original project and as governed by the envi-
ronmental completed in 2005.
WWTP FINANCING PLAN
City Council conducted a WWTP Financing
Plan works session on June 10, 2013. We
reviewed both the FCS Group rate study and
other budget analysis. Council directed staff
to prepare an agenda item on the financing
plan based on this discussion for the June
17, 2013 city council meeting. Pursuing
USDA financing will require a Public Hearing
following USDA RUS §1780.19 Public Infor-

City Hall to be Closed July 5th-Council approved a
request from staff to close City Hall on Friday July 5,
2013 as part of the July 4 th holiday. Staff will use leave
time if they are scheduled to work on that date.
Council Renews Meter Reading Contract-Council

increase of .02 per meter. The City has contracted with

WWTP ENVIRONMENTAL

& RELATED IMPROVEMENTS
Lyda Excavating established the surcharge
area where buildings and other improve-
ments will be installed near the headworks.
Pipe and manholes are delivered to be in-
stalled during the coming week. Lyda is
purchasing aggregate from the school and
flood relief demolitions for use in the project
through Custom Excavating. Otak and Lyda
meet at least weekly to measure progress
and assess problems to keep us on sched-
ule.

Summer Reading Program Kicks off with Compost and Crafts
The Vernonia Library Summer Reading Program started on June 17th. This year’s
theme is “Dig into Reading.” Along with stories, coloring and crafts, the kids also
had a chance to learn about composting. Other events this year include a Movie
Matinee on June 22nd at 2:00 PM, Lego Club on June 27th from 3:45-4:45 PM and
a Dinosaur program on July 2nd from
10:00 to 11:00 AM. There are also sev-
eral evening programs being planned.

Electric Cooperative, Inc. of Intent to Forfeit
Unclaimed Capital Credit Allocations
West Oregon is a not-for-profit electric cooperative association and allocates
capital credits to its member-patrons on an annual basis. When allocated capital credits
are not required for cooperative operations, the Board of Directors, by resolution, may
authorize allocation retirements for any given year. The following notice concerns persons
or entities who were member/patrons of West Oregon Electric Cooperative between the
years 1944-1969. If your name, or the name of the entity owned by you, is found on
the published list, West Oregon’s records indicate there is an unclaimed capital credit
distribution for your account. Such amount has remained unclaimed for at least four (4)
years after the date authorized for payment or retirement and as such may be forfeited
to West Oregon Electric Cooperative, Inc. if it remains unclaimed six (6) months after the
date of publication of this notice.
If you, or your associated entity, are found on the published list, you may claim
your capital credit retirement by contacting West Oregon Electric Cooperative at (503)
429-3021. The cooperative maintains a list of unclaimed accounts on its website www.
westoregon.org, or by stopping by the cooperative’s headquarters located at 652 Rose
Avenue, Vernonia, Oregon, during business hours 8 a.m.-5 p.m.
To repeat, any capital credit account published on the official list that remains
unclaimed six (6) months from the date of publication of this notice shall revert to West
Oregon Electric Cooperative.
