The outside party that Nicks was referring to is Consultant and former Interim City Administrator for Vernonia, Jim Johnson. Nicks had made a request and received Council approval at a prior meeting to seek assistance with communication problems among the Council and with staff and had suggested Johnson. According to Johnson, he met individually with Nicks, Burch and Hudson all on April 28 prior to the May 2 Council meeting—he didn’t meet with Mayor Mitchell and Councilor Randy Parrow and Haack until May 3 rd , the day after Haack was fired for his allegedly poor communication. Burch finally spoke up and stated that “The one catalyst that brought me to this decision was the back of this packet (referring to information regarding the DPSST Investigation into Vernonia Police Officer Mike Kay). “Thanks to people delivering it to the community before Council had an opportunity to review it.” {Editors Note: The City Council agenda and supporting documents are made available to the Council, press, and public on the Wednesday prior to the Monday Council meeting. Information from the packet for the May 2 meeting was sent out to members of the community by email on Saturday April 30 th , three days after Council had access to it. DPSST has made all their records on the Kay investigation, a 900 page report, available as a Public Record.} Burch went on to state, “I pretty much figured we’d let DPSST take care of this, and I was on board with that—I’m OK with that. Whatever they decide is fine.” When Mayor Mitchell called for a vote— Hudson, Nicks and Burch voted in the affirmative to terminate the contract. Councilor Burch then made a motion to have Haack escorted from Council Chambers.
