At the same time, they condemned postal management’s bungling of keeping workers safe from the coronavirus, and they called for the removal of Postmas- ter General Louis DeJoy. USPS has been one of the hardest hit federal agencies, with 160 lives lost to the disease to date; 52,000 workers have tested positive, and nearly 8,000 still have not returned to work. Union officials said mail vol- ume is at Christmas holiday levels, yet workers are having a hard time getting personal protective equip- ment, testing, hazard pay, and vac- cines. Powell’s Books workers press for recall rights to jobs When COVID-19 hit in March 2020, Powell’s Books closed all locations and laid off 397 employ- ees. Unlike workers at other retail- ers, Powell’s workers had a union contract that offered them recall rights when jobs reappear. Mem- bers of International Longshore and Warehouse Union (ILWU) Local 5, they filled out recall forms, and waited. Powell’s air- port store closed permanently, but the company eventually reopened its flagship Burnside store and its Hawthorne and Cedar Hills stores, and has brought back about 150 workers so far. But on April 6, 2021, Powell’s CEO Patrick Bassett announced that workers’ recall rights are now expired. That relies on an interpre- tation of the contract that Local 5 disagrees with. After the an- nouncement, Powell’s posted job ads and began interviewing appli- cants. As of press time, the com- pany hadn’t hired outside workers ahead of its own laid-off workers, but if it does, Local 5 representa- tive Myka Dubay expects to know within a few weeks.
