The Baker County Sheriff’s Office will be conducting ATV training for youth between the ages of 6 and 15 at 9 a.m. This training is required for youth to obtain an endorse- ment to operate ATV’s on public land. The train- ing will be conducted by Deputy Adam Robb at the Virtue Flat Riding area. All youth wanting to participate must have their own ATV for the train- ing. Rider Fit inspections will be conducted prior to the beginning of class. Riders that do not fit their machines will not be allowed to participate. Reg- istration for the class is online at oregonatvsafety. com. There is a fee of $25 that is collected during registration. This is not a fee generated by the Sher- iff’s Office. Amanda King and Levi Bunch. — Obituaries — David Leroy McGuire, Sr. Baker City, 1955-2015 David Leroy McGuire Sr. 60, of Baker City, died on Friday, August 28, David 2015 at St. McGuire, Sr. Alphonsus Hospital - Baker. A Cele- bration of David’s Life was held on Tuesday, Septem- ber 8, 2015 at the Baker Elks Lodge in Baker City, Oregon. David Leroy was born on March 13, 1955 in Modesto, California to Donald McGuire and Ethel Wanzer. He was the 2nd of seven children. David was raised in the Patter- son, Modesto areas and attended Patterson High School. He married Nancy Ann Silva on May 26, 1972. They were both 16 years old at the time. Two years later they had their son Da- vid, followed by daughters Chasity and Carissa. Dur- ing David’s life he worked construction, roofing and welding. David moved to Baker City, Oregon in 2011 to be near his children. His love was being able to get out and enjoy fis - ing, camping, being with his family and gardening. David enjoyed a simple life, but left huge memo- ries. He shared that the birth of his children was “the best accomplishment of my life.” During his fight with cance , he never complained and was eager to keep going. When asked “how are you?” he always replied “I’m doing good.” He was always willing to lend a helping hand. He loved animals to a fault, including a little rattlesnake that he nursed to health. He was preceded in death by his parents and one brother Robert. David is survived by his children David McGuire Jr. and his wife Sandy, Chas- ity Rexine and her husband Kelly, Carissa McGuire - all of Baker City, Oregon; Brothers Henry McGuire, Alfred, Albert and William Monges; sister Debbie Cortez; six grandchildren and six great-grandchil- dren; numerous nieces and nephews whom he adored. No services are planned at this time. Gary was born October 2, 1952 to Russell and Bet- ty Lou (Light) Jones. He spent most of his life in Coos Bay, Oregon where he was born. He was a tree faller in the logging Gary industry for Jones most of his working life. He moved to Baker City seven years ago to be closer to his sister Jacquelyn “Jackie” Howerton. Gary enjoyed Baker’s small community and beautiful surroundings. He attended the Elkhorn Baptist Church faithfully and was devoted to the Lord. Anyone who met him knew of his faith. To all he encountered, he greeted with a wave and “God Bless You.” Gary is survived by nu- merous family and friends. Langrell, Kee, VandenBos CONTINUED FROM PAGE 1 VandenBos said for those years as the lessee of the property, he was sub- ject to paying those double rates. In light of the recent settlement of the Langrell case with the City that also required Langrell to pay double water and sewer rates, VandenBos feels the City should extend similar offers to himself and others who also were subjected to the rates during the same time period. According to Langrell, those fees were supposed to go away when the an- nexation occurred but it did not. Langrell and VandenBos emerged after only a few minutes in the City Man- ager’s office. Langrell stated, “Well, the City Manager just said ‘I’ll look into it and get back to you.’ He did promise to provide Mr. VandenBos with a copy of the contract Bootsma signed with the City. But none of the contracts contain anything about charging double sewer and water rates. The only piece of paper that had anything to do with double sewer and water rates was a letter that was sent by the City Attorney at the time, Tim Collins. Because he wanted everybody to pay that but only the City Council can set water and sewer rates. Now appar- ently in a closed session the City Council and The City Attorney told the City Manager if anyone comes up and wants reimbursed to just ignore them. So, I seriously doubt we will see anything in the next couple of weeks.” Gina K. Swartz / The Baker County Press Glen VandenBos and Richard Langrell emerge from a meeting Wednesday with the City Manager. After Langrell and VandenBos left, City Man- ager Mike Kee said, “It’s a policy. Richard needs to talk to the Council. I felt the Council made their policy pretty clear to me and how I’m going to handle these things is the way the Council wants me to handle them.” Langrell expressed con- cern that the meeting had been closed door without the press being allowed in. He said, “This involves the public because it needs to be straightened out.”
