Caputo, a supervi sory special agent for the Federal Bureau of Investigation who investigates domestic terrorism, said he had been fielding a lot of questions recently about the upsurge in neo- Nazi activity and cited the Southern Poverty Law Centers Intelligence Reports as a good source of information on hate groups. According to the Spring 2010 SPLC Intelligence Report, hate groups are on the rise—up to 932 from 926 the previous year—and racist groups are increasingly using violence as a tactic. The report cited attacks in other parts of the country, but the Portland area has seen its fair share of activ ity (see timeline). Despite the mounting risk of violence and intimidation as hate groups grow in strength and numbers, Alicia cautioned against spreading rumors that aren’t veri fied, and encouraged people to learn how to recognize neo-Nazis. Alicia said that in Oregon, common neo-Nazi symbols include the “life rune” and other co-opted runic images, as well as the letters “ROA” (“Race Over All”) and the numbers 14 (for the 14 words, “We must secure the existence of our people and a future for white children”) and 88 (repre senting “H H ”—”Heil Hitler”).
