he Health Department in the state of
Western Australia is screening its 25,000
employees for criminal records to weed out
pedophiles, and some gay groups have expressed
concern because the state’s age of consent for
gay sex is 21.
John Derry, spokesman for Gay and Lesbian
Equality says, “This means a 22-year-old gay
man in a consenting relationship with his 20-
year-old boyfriend can be charged with sexual
offenses against a minor, branded as a pedophile,
and sacked from his job.”

he United Nations High Commissioner for
Human Rights, former Irish President
Mary Robinson, appointed a liaison between
her office and the International Lesbian and
Gay Association following a groundbreaking
meeting with the group’s co-secretaries general
Oct. 8 in Geneva.
ILGA’s Jordi Petit and Jennifer Wilson said it
was the first time the group’s voice had been
heard at the U .N .’s European headquarters.
The ILGA representatives and Robinson
also discussed the possibility of ILG A producing
a report on gay and lesbian oppression world
wide to help Robinson lobby for appointment of
a U.N. special rapporteur on lesbian and gay
issues.
A follow-up meeting is planned for early
next year.
ILG A is a federation o f more than 400 gay
and lesbian organizations from 75 nations.

cials who will report on “attitudes toward and

bors, classmates, police and other authorities,”
according to a State Department cable.
"The people who help provide advice to the
immigration judges...needed additional infor
mation to be able to handle asylum requests
where individuals are claiming that they had to
seek asylum in the U .S. as a result of a credible
persecution based on their sexual orientation,” a
State Department official, who requested
anonymity, told the Agence France-Presse wire
service.

that this point has been made so strongly....
That they have decided to humiliate the entire
church of Sweden in this way seems strange to
me.”

Rico struck down a disciplinary rule Sept.
30 that prohibited Puerto Rican police officers
from associating with gay people.
Police Regulation 29 stated, "It is a grave
offense for police officers to associate with pros
titutes, homosexuals, or other persons of dubious
reputation.”
Judge Hector Laffitte said the ban served no
state interest and violated the First Amendment
to the U .S. Constitution.
The case was brought by Lambda Legal
Defense and Education Fund.

ormer Zambian President Kenneth Kaunda
believes the recently-established gay rights
group LEGATRA should be permitted to carry
out its work in peace, the Post newspaper report
ed Oct. 12.
He suggested the nation should “cool down"
over the matter of the group’s emergence, but
also said, “To me personally [homosexuality] is a
very sad thing indeed.”
He added: “However, the fact that it makes
me sad does not mean I should bury my face in
the sand and declare the problem nonexis
tent.. .. This is obviously a new thing in this part
of Africa. We need time to examine it carefully."
In September, Zambian Vice President
Christon Tembo proclaimed: “Those who will
persist in championing the cause for homosexu
al activities in Zambia risk being arrested for the
felonies of committing criminal acts or for con
spiracy to commit criminal acts.”
