No amendments to any franchise after publication shall be valid unless the ordinance as amend ed, shall be republished in like man ner and for like time as the original. No franchise shall be granted or put on its final passage within sixty days of its introduction, and no franchise shall be granted which by its terms will not go into effect within one year after its passage.
