The purpose of the United States to suppress the attempt to blockade and prevent interference with the An tllla was indicated when Secretary Daniels lHSued an official statement announcing that while no new orders had been given Admiral Badger, there had been no change In the policy of the government In reference to the desire that the port of Tarnplco shall be open to all commerce. That an attempt to carry out the Huerta blockade decree w ill be made was verified by Admiral Badger in a report to th navy department from Vera Cm. He advised that the Mex lean gunboats Zaragoia and ISravo, which left Puerto Mexico had passed Vera Crui and were steaming toward Tampico. NEWS FROM OUR NATIONAL CAPITAL Administration Trust Program Bills Passed, Are Now Up to Senate. Husrta Orders Blockade of Tampico, Mexico City. The foreign office aont a note to the legations notifying them that the port of Tampico had been blockaded by order of President Huerta. Several im porters are known to have considera ble stocks on hand, but they are forc ing up the prices. Washington All three bills on the administration trust legislation pro gramme passed the house and were sent to the senate for action. Opposition melted when the final test came, and the voting went through quickly. The Covington in terstate trade commiRslon bill was passed without a record vote: the Clayton omnibus anti-trust measure received 275 votes to E4 against It, and the vote on the Rayburn railroad capitalization bill was 352 to 12. The Covington trade commission bill would create a commission with broad Inquisitorial powers over cor porations engaged in interstate com merce. Bureau of Corporations Abolished. After abollBhing; the bureau of cor porations and the positions of com missioner and assistant commissioner of corporations, the bill would turn over the organization and powers of the bureau to the new commission. It then provides that all corporations with a capital of not less than $5,000, 000, except those now subject to the Interstate commerce commission, shall submit annual reports, "records of its organization, bondholders and stock holders and financial condition" to the commission. The commission may also designate corporations having a capitalization of less than $5,000,000 from whom It desires reports. It may call for special reports, In addition to the regular annual statements re quired by the bill, and would provide a penalty of $100 a day for delay In filing reports. Senate May Segregate BUI. The senate interstate commerce committee voted to report out only the trade commission measure of the trust bills. The action was construed by many as an Indication of limita tion of the administration's pro gramme at the present session of con gress. There wag no record vote. In a gen eral discussion some senators opposed the motion and others declared them elves opposed to the bill at the pres ent time. Chairman Newlands said the committee later might take up supplemental legislation and issued this statement: "The committee determined to seg regate the trade commission from the upplemental legislation and author ized me to present an amendment in the nature of a substitute for my orig inal bill for a trade commission. The committee concluded to name the trade commission the federal trade commission, Instead of the Interstate trade commission, in order to clearly distinguish it from the interstate com merce commission. Mellen'g Story of Sacrifice Denied, Charles S. Mellen's recent testi mony that he, as president of the New York, New Haven & Hartford rail road, allowed himself to be Indicted In the Grand Trunk case to shield the late J. Plerpont Morgan, was flatly denied before the interstate commerce commission by Lewis Cass Ledyard, of New York, who was a director of the New Haven at the time. "I want to any in the moat unquali fied torms," Mr. Ledyard asserted, "that Mr. Mellen did not offer himself as a vicarious sacrifice for Mr. Mor gan." There are Indications that the in quiry into the affairs of the New York, New Haven & Hartford railroad by the Interstate commerce commission will be completed this week. National Capital Brevities. The house will be engaged this week with the $107,000,000 sundry civ il appropriation bill. President Wilson requests that, for sentimental reasons, the Lincoln mem orial highway pass through Washing ton. Few senators expect debate on the trade commission bill to end In less than two months. At present the pros pects for adjournment before the mid die of August, or even later, are not bright. President Wilson went through the evidence on which the Indianapolis dynamiters were convicted. A million laboring men have petitioned him to extend executive clemencj'. Narratives of the bravery of enlist ed men of the navy and marine corps during the fighting at Vera Crux on April 21 and 22 were included in Rear- Admiral Fletcher's report of the Mexi can port's seizure, made public by the navy department. Two measures are to be pressed as quickly as the appropriation bill ls out of the way. They are the Moon postoffice bill, providing for railway mall pay readjustments and opening up the assistant postmastershtps throughout the country to competitive examinations, and th general dam bill, which is before the house for action on a moment's notice.
