The first year's work is given there now and the first move will probably be ta place the second year there. This looks like a right move as stu dents at the University have the opportunity for better training than they would have Portland. Express Rates Have Been Re-arranged The express rates of the United States have been re-arranged under a new zone system. Under the new plan, in place of taking mileage as a basis on the railroads they are taking distance between points in states without reference to railroad route, thus where one railroad and another angles the shortest point, the straight line between the two places is con sidered in basing the rate. Those present were Mrs. Kelly, Sarah Irvine, Alice Skinner, Quarsdurf, Knapp, George Whiteaker, , K. C. El dredge, Wheeler, Dave Hedge, L. Rice and Mrs. Ellen Robertson. Organizing the Boys and Girls A press bulletin from the Cor vallis Agricultural College says: The work of organizing boys' and girls' clubs in every school district of Oregon has already been begun. Polk county schools, which were pretty thoroughly organized through the dairy re cord keeping association, were first line in the new movement. Even before the club bulletins and constitutions were ready for general circulation; County School Superintendent Seymour had organized the workers' clubs in fifty of the school districts, The work is also well under way in some of the other counties. Supt. Cannon, assisted by Mr. Cross, a graduate student of the 0 A. C, who is doing research work in rural school organiza tions, has begun the work of or ganizing clubs in Benton county. Progress is reported from other parts the state, and there i3 every reason b believe that the entire state will be organized by the close of the spring terms.
