I ove "not tnvnn able to explain the principles on whioft it works. ViU you please do bo through the columns 01 uie w ' f,u ' - J.A.CK. In the short space of a newspa per article it is impossible to so go into detail, even if we naa me aim ity, to answer the question of the rtirrwnondent fully. T hrief the "initiative" means that the DeoDle, at their homes, in public meetings assembled shall nasa resolutions intended to in struct the legislators what lawn shall be wwsed. In that respect it teems to have very little advantage nrnwnt "netlUOU" OT "resolution" system, since the leg islators act on the "initiative" or not as thev Bee fit, but when it ndm to the "referendum" the case is different Under our present system our legislators meet in the rait of government and pass laws. If they pass good ones it is taken as a matter of course, but u tuey nasa Door ones the people sutler and their only redress is to send nw mon to the leeislature. Under .nini nrnnnmL that of "re- miV DJOWU. J'" f ferendura..' every law must be ac rented bv the people before liecom- ing a law. This system is now in vogue in Switzerland and is giving TAnnt satisfaction. Undt r such a law all of certain acts of our leg islatnre would have to remain in nnerative a certain length of time. say three months, during which time, if a certain nnmber 01 tne voters of a state, say one-tenth, shall demand an election, the gov ernor shall submit the law to a popular vote, and if a majority shall .vote against it, it shall be rejected and! not become a law. " The last legislature passed many laws which if they were submitted to a popular vote would be rejected bv the people. But ninety men met at Salem and after swapping and tradine and perhaps receiving bribes, passed those laws and the teoDle can do nothing out eicu men to repeal them. In the interim ri.a BtatA is suffering from their effects. All laws which are accept able to the people under the "refer endum" system become laws just as thev do now after the alloted time has elapsed, and no demand is made for a vote. , Suonosine the people of Oregon were to be allowed a vote 011 that 1100,000 appropriation for a state militia, do you think it wonia re ceive a majority of the votes in the statet The people are beginning to see that our government is ceas iDg to be a representative one, and our elected public servants are rul ine the people instead of the people them; and each party, no matter whether it be republican, demo crat populist or prohibition, works harder to keep in power than to do the will of the people. It ap- pears to us that the "Initiative and . Referendum" system of passing laws should correct many of the present evils, Let the people rule Instead of our representatives, Ing vl .a, history of the assig- nt r 1 1t n ill prov hilar- About 100 yearn airo. It is true that after an individual has parted with property the government can by law say what he shall accept in payment tberelor, but before he sella his property he will try and find out what he is to receive in re turn. If a farmer had a thousand bushels of wheat for sale and want ed his pay in gold coin, there is no law which cau compel him to ac cept silver, copper, or even paper based on the full credit of the gov eminent. lie can keep his wheat till he cets that whicti he wants, If silver, copper, or paper money stands at par and can lie converted luto gold, of course, the fanner would accept iu imwivKr ui er demands for his property as pav, must be paid before ho can be com pelled to part with his property, i Are You Going ayear (In adao.)
