It is apparent that not only 4a the Southern Pacific going to extend the main lino through to Junction City but also that the recent en couragement given railroads by the legislature will add an Impetus to railroad building and that the Al bany and Astoria railroad will as sume new shape aud tie pushed through. If it were not for our money laws in Oregon no doubt local railroad building would alao beat once commenced, but we hare this assurance, that if the railroad to Falls City will not secure funds that no road in Oregou will, as it promise of being a paying invent ment is very flattering. If the people of Independence will jut avail themselves of their opportu nities it will make the town one of the most important on the west side road, and the streets will be throng lug with a busy crowd of people within a few mouths. This may seem extravagant language, but just consider. We have the loca tion for a commercial town, having both river and rail We are backed by an agricultural eouutry, we have timber and stone near us which most when developed make a depot here. From that, other Industries will spring. All these things are in our favor. A golden opportu nity awaits us. We are not going to let the opportnuity pass by with out trying to embrace it Salem may talk cheap wooden railroads but we want none of thetu. It may, and probably will, cost $100,000 to build a railroad from Salem to Independence and another $ 150,000 to Falls City, but when we get one bnilt it will be one that can be of some use. With good stoel rails, and first-class locomo motivea, a run could be made from 8alem to Falls City and return at least three times each day. A wooden railroad is not much better than a good wagon road as far as peed is concerned. There is an easier feeling in the money market and people are be- tinning to view the aitnution with I "more hope. Hard times cannot last forever. The cement walk cm Main street is ten feet wide, and on Mon mouth atreet eight feet The bank counters and office furni ture are of black oak and walnut, and the railing la of oxodlted bra. The beveled plate glaaa of the railing on counters, appropriately ornamented by means of the sand blaxt and lettered Id gold, st cashier, teller, and note w iu dows.. The ceiling of the bank was frescoed by Shiun, aud the inside fin ish in oiled wood la profusely orna mented. Taken as a wbole the bank la a thing of beauty and not only the pride of Its owners, but a credit to our town. The new safe has arrived and i provided with a time lock. The time has arrived in the ludgmeut of the school board wheu at each annual school meeting a concise report of the doings of said board should be laid before the voters of the district, in order that ihcy may kuow the rjiianclul condi tion of the district, aud Ite prtaml to act intelligently us to the future management of the school's inter ests, and to judge as to its past management While the school law docs not exact a written statement from the board, yet we believe the interests of the district can be bent served by such a report, and to ns it seems an if our district had assumed suRlcieut importance to demand sonicthiug more than a rerltal report to the end that a history of our district may be made more enduring, than can be by tradition ouly. Resides, such a report serves iu some meas ure as a guide for new directors in the discharge of their duties, coupled with the fact that it Is es seutial that a record should be kept showing the growth and develop ment of our school's luterenta. What a history we would have, what an array of names, as directors and teachers, aud also of figures if we had a complete history of the school work, iu this district. What a transformation, and won derful development, or "evolution" ifyou will allow the expression from the first struggles in building the first school house the old L that stands near by to the com paratively easy task iu erecting this commodious and elegant build lug. The results attained the past ten years have been very successful with our meager accommodations, but we may expect much better work from now on, with our more modem facilities aud pleasant sur roundings. Just one year ago to day, at our annual school meeting we had some discu-sieiou about uuiling the two old districts No's 29 aud 3H, out of that discussion grew two petition Asking the county school suiieriu tndent fn mmhin tlie two old dis tricts into one new district. These! . . , . i two pi-tttions were ctrvnlatetl throughout the two districts re spectively in the latter part of March, aud the oue in district No. 29 obtained 44 names and the oue in No. 3.S obtained 86 names favor- . . . l I ' me a new district. At this meeting also, as will lie remembered, quite an expression was had aud numerous views set forth as to site and cost of proposed new schoorbutlding. By vote at this meeting the directors were au thorized aud empowered to pur chase lots I, 2, 3, 5, 6 and 7, block 19. whereon to erect the proposed; school house. The diaemwion at this meeting elicited the fact that a decided ma jorit; of the h gal voters were in favor of a new school house but as to cost, size, etc, there seemed to be a variety of opinions, and a fair concensus 01 opinion al tuai time could only have been measured by placing the cost at from l-WO to il'-WXK). It is perhaps needless for me to say in this connection that i the directers spent much time and some money in their eudeavors to find a .plan adequate to the demauda of the district, and at the same time to fall below the maximum Kw.la frtP r,nrtii r.ii-wl ....I much valuable information, and not until we had made a trip to Corvallis do I believe any of ns realized the magnitude of the work and responsibility that lay before us. A general correspondence was hail with numerous school directors both in Oregon and Washington, and also several architects with a view to securing the best plans. On June 30, 1890 a apecial meet- ingww held of the legal voters of the district to determine theamonnt to be expended in the purchase of! grounds and the erection of a build ing. At this meeting, by a vote of 73 1 in favor and 40 aaiust you author ized your directors to expend a sum not exceeding 120,000 in the pur chase of ground and the erection of a school building.
