PRO-RATA ASSCSSMCNT. One of the evils of our present assessment law is that our state taxes are collected directly from the in dividual instead of from the county at large. If any method of assess ment could be devised which would avoid this, one of the great prob lems ia havii g a better assessment law would be solved, It would seem that if Multnomah county inl880 iitl,l rt(,WW state taxes with jvopulntlou of 29,000 that iu 1SSS with au estimated population double that number, Multnomah would pay M32,000 to the slate, but. instead of that she paid oulv i2.341.S9. There Is something which we caunot under stand about au assessment based ou population It. is this: From fig ures which we will give in this article it will be seen that Increase of population means increase ol wealth, and yet Multnomah ays very little more taxes in tHlIum iu If our state taxes were collected according to imputation, the slide should reeeiv at least 120,000 from Multnomah comity instead of $0,000. IH us suppose thestute of Oregon should enact a law that the state taxes shall be raised by collecting from each county a curtail! sum, based on (population nloue. Next week the "meeting of edi tors" iH held iu Portland and the Portland people are going to treat them in, it i8 said "grand Btyle." At least one hundred editors will attend, if all come who have signi fied their intention of doing so. It may seem to some that Portland is doing a strange thing in upend ing so much money in entertaining a lew "country editors'' and their wives; but on the contrary port laud M ill bo paid back two dollaru in actual value for every dollar ex pended. Astoria will also have a "royal reception" for the editors, You ask in what way do the news paper men return two dollars for cadi oiie dollar expended! The answer is very plain. ' Portland will receive in advertising of the very choiest kind, more in value than she expends, and the same will lie true of Astoria. Asa rule editors are a stay-at-home class. When they do travel on business it is in a hurry and very little is written, about what they see, and in fact they have a chance to sec very little, In attending at the press association, which they do for their own benefit, the entertainers make it a point to show nil of the advantages of the town, and when the editor returns home he is pleased to tell his readers what lie lias seen. A two column article thus written is worth at least fifty dollars and tho cost to Portland and Astoria is not ovof ten dollars. Xor is this all the benefit which is derived by Portland and Astoria. The acqaintanccs formed in those visiU brings about more friendly relations between the press and the metropolis of Oregon and the rising city by the sea. Views arc broadened, jealousies , are lessened, and the whole tone of the press is elevated by personal' con tract, which is a benefit to the whole state. Another thing is to be considered. Without a cordial of f"J0J7; Coos with 449 population, paid If 17(10 lustead of 727.'l; Currj with 1210 imputation, paid 1522 instead of 181.1; Douglas with 9M0 population, paid 1.1,317 instead of 11,3-10; (Jrant with with 4.'M)4 population, paid 7000 instead of tit.'iti; Jackson with 8100 popu. latiou, paid WMl instead of $12,. 210; Josephine with 2400 popu lation, puia 11770 instead of M730; Lake with 2807 population, paid 4224 instead of I2(MI; Lane with 0370 population, paid 18,679 in stead of 14,004 Linn' with 12,711 paid 3.1,011 instead of 10,001; Multnomah with 20,000 population, paid 76,407 instead of 3,038; Polk with 6513 population, paid 13,245 instead of 0770; Tiilamqok with 070 population paid r8t in stead of 11455; Umatilla with OOtl population paid $16,178 instead of 114,421; Union with 0703 popu tation, paid 80220 instead of $10, 054; Waneo with 10,288 population, paid 117,710 instead of $15,432; Washington with 7001 population, paid $13,0-14 instead of $10,130; Yamhill with 7050 population, paid $10,120 instead of $11,025. In this estmate it will be seen that wealth increases rapidly in proportion to population, even pro-rabv. The average wealth of Tillamook county was $201.93, 'Josephine $100,29, while Linn stands at $085.32, Marion $407.00 and Multnomah $703.00 per capita. Although the wealth ofMultno niah county pays very little more state taxes than in 1880, yet tho population has more than doubled and the wealth has increased pro portionally. If the state revenue were raised from each county per capita it would soon make a great difference in the wealth of the state of Oregon as returned to the differ ent counties of the state, since there would bo no incentive for low valu ations to avoid the state tax. It required about $320,000 to run our slate affairs in 1888, and if the population at that time was 320,000 the estimate would be one dollar per capita, and since Mult nomah pays less per capita than in 1880 it follows that that county is escaping taxation to a large ex AND ALL 0TH ER DISEASES ARISINO FROM A DISORDERED STATE onicSTOMACH OR AN inactive: liver. row saic av ail DRUGGISTS ft GENERAL DEALERS Mrs. A.
