The Federal election bill which is to allow the supervision of elec tions of congressmen, to I held by a central power, can, it seems to us, but be the beginning of an entonse sectional strife and may open the way for great injustice. There is no doubt but that the colored vote is suppressed in the South, but this bill, which attempts to correct that evil, is too radical in its provisions. We fear the result of its enforce incut. The West Side in its advocacy of better assessment laws, and also favoring the giving of the very best school facilities for our rising generation, does so from no person ally seltisli motives. Touch them on that question and they deem it a personal matter Taxation falls uo heavier on t hem tliau us, and yet we deem it almost an imperative necessity that our its sessmeut laws should be remodeled. When taxes are levied for school purposes we arc no more interested personally in seeing school build ings which area credit to the towa, than they, but favor it because it w ill not only benefit the present but future children of both the rich and poor. That the property of the wealthy should not contribute to the edu cation of the poor is contrary to the principles of our republic. We. in attacking" these ideas, wish to attack the opinions of the owner ami not the person himself. We are ever ready to apologize for un necessary personal attacks; but uot for our onslaughts upon w hat we believe to be error. Iu regard to popular free school education it has been well said: ''Ho who opposes free schools denies all right in collective hu manity to see that the rest gener ation is preserved from ignorance and vice; and his followers, carry ing out his theories more tin tliuchingly than himself, hold itk be an express evil of conimou school education that it equalizes the opportunities of rich and poor, inasmuch as it thereby gives the children of the unsuccessful a longer lease of life; whereas the assumption is that such children, being presumably inferior, ought to be encouraged to die out as soon as possible. In other words, the children of every poor widow, of every man made penniless by fraud,' by accident, by disease, should lie discouraged from long life and grow up in ignorance, while the children of those who have grow n rich, no matter how, may be educated at the parents ex pense and kept alive. Every great impulse of modern humanity, every effort to rescue the perishing, and bind up by society's joint effort, the wounds which an earlier stage of society has made, is repudiated and trampled upon by this doc trine." While we deplore the fact that these ideas do have lodgement in the breast of some; yet those self same men may be sincere in what they believe and in many other respect larger hearted and pro gressive citizens. When our readers convince us that wc are wrong in asking better assessment laws, and such school buildings and facilities as our town demands, then will we advocate as strongly the opposite side. 1 In all that wc have said, we have assailed no one personally, nor do we intend doing so; and tite threatened boycott on this paper by those who differ from us will only convince us that we must re double our efforts in behalf of right, equality and justice. Her regular army consists of but twenty live thou Hand rson scuttered all over the continent id companies of fifty or a hundred. Her navy, thank God I is as nothing. lint twenty years ago, as at the blast of a tin in phet, she called into actiou two millions of armed men, and floated six hundred and twenty-six war ships. Eveu the vaunted legions of Xerxes, and the hordes of Attiln and Tiiponr were ex ceeded iu numbers by the citizen soldiere who took up arms in 1HG1 to defend the unity ot the nation, and who, when the tusk was done, laid them quietly down, and returned to the uviications of pouce. As Maoaulay says of the soldiers of tbe Cotnaiouwei.Hu: "Iu a few months there remained not a truce indicating that (he most formidable army in the world hud jnst been absorbed into the mass of the oommnnity. The Jtepublio wants neither army nor navy, la tins lies her cluut glory and her strength. Resting securely upou tbe love and devotion of all her son, she can, Cadmus-like, raise from the soil vast armed hosts who tight only in her de fence, and who, unlike the seed of the dragon, return to the avocation of penee when danger to the Jtepubhc is past. The American citizen wh'i will not fight fur his country if attBOked is nnwortby the name, and the Ameriouo citizen who oould be induced to engage in aggressive warfare is equally so. Happily "there is do such man." Of more importance even than com mercial or military strength is the Re public's commanding position among nations in intellectual activity; for she excels in the number ot schools aud colleges, in tbe number and extent of ber libraries, and id the number of news papers and other periodicals published. In the application of science to sooial and industrial uses, she is far in advance ot other nations.'
