Blitou to secure the city printing at Tuesday night's session of the council met defeat, when the report of the finance com mittee reoommending no change in present arrangement was adopted by a vote of 3 to 1, Welch, Kmerick and Eifort voting aye, and Merrick no. It developed during the discus sion that the city was paying the same price as paid Mr. Bliton last year and Mr. Bliton admitted that when he had the printing he considr ered it a fair price. The report of the committee rend as follows: "Wo, the finance committee, beg leavo to file herewith our "report in reply to the enclosed letter of Mr. A. S. Bliton in regard to the city printing. "On January in at our regular meeting the following motion was passed, of which the following is an exact copy: , " "Moved by Eifert and seconded by Dcmmcr that the Medford Daily Tribune be made the official pnper of the- city for the ensuing year at the same price for printing, etc., as formerly charged, and thnt all the city officers be instructed to place nil the city printing, etc.. with said paper.' On roll call the vote was as follows: Welch, Kmerick. Kifert and Dcnimev voted aye: Wnrtman .and Merrick voted no. Motion carried and so ordered. Taft to. day sent to congress a special mes sago recommending the adoption of a joint resolution by two-thirds of boh houses proposing to the states an amendment to the constitution grant ing the government the right to levy atvd collect an income tax. He alao recommends as a part of the pend ing tanlf bill an exoise tax upon all corporations amounting to 2 per cent on net incomes. The message refers to Taft's pre vious suggestion thnt if it is impos sible to secure a sufficient inoome by import duties that now kinds of taxation be ndoptod. Among those suggested is nu inheritance tax. Taft says the government is deprived of the power it should have and that mature consideration satisfies him thnt the constitutional amendment is the only proper course for the es tablishment of this power to the full est extent.
