It nniienrs that tho department baa been accredited with n statement to the effect that holiday greetings written upon mail mattor of the classes mentioned might subject the offender to the fine of 10 ordinnrily inflicted in such cases. As a matter of fact, the law govern ing this subjoct provides that such Inscriptions as "merry Christmas," "Happy New Year," etc., may bo writ ten on packages of this class or upon cards enclosed without affecting its classification.
