THE MYOPY OF GOVERNMENT OFFICIALS ON ROGUE RIVER ttThe Lord t)f the Rogue Answers Mr. Kelly at-Some Length and to the Point !;By R. D. HUME, , (i;im wra or tuo Kogue, who for 40 years fished on tho stream and built the Witchery at Elk Creek, uow optr- i-iiwa oy Air. Kelly for the govern .raent.) The' Southern Oregon. an, a journal K -puoiisiica at Aledtord, Jackson county Or., in,, ita.istmo of tho lth ut., eon tama an article from the pen of II. L. Kelly, Jr., who ia acting as super... tendent of the Elk Creek hatchery own ed by R. D. Humo and operated by V . S. Fisheries department of the bureui of" labor. In the same issue the editor of that journal makes some intelligent comments regarding the statements of Alrj, Kelly, cud cornea much nearer the niQ0t, off ttha evil than does his coipe spondent. It is true that steelheads of some sort can bo found in Rogue riv Ot at ..any season of the yenr, but tin main run of large fish of tho species en vtcr , the nvor about November 10 ot each year and continue until the follow ing month of March, while the run of Bmall steelheads como in August and continue coming through September and " October ' following each run of chin ooks ana- .sdvoraiacs to the spawning grounds to feed on the eggs deposited by .them. ..Tho ronson for the shortage oKiish in the waters of Jackson coun ty.-can be found at the dams which Jt)lockado tho river in Josephine county On this point why art thou silent, Mr. Kelly, .Jr.t These , dnmse permit but a moiety of maturo fish to reach then turajpa-wuiiig grounds and a large proportion of tho fry produced by them "L:drift down over tho dams or into the mining and nrrigating ditches from whence but few return. Jtoguo river. .and its tributaries fur nish the greatest breeding grounds for Bteelheads of any waters in the world. os every little stream that puts in from ' its- source to its mouth is n lintuinl i.oflpawuing ground for them. Many of .i, those. -tributaries are located in such rough country that can never bo v tled to any extent, and if remain un obstructed can never be depleted as tho fish come during the time of higher stages of water. when they cannot bo takon by the river fishermen. While J. Mr. Kelly states facta regarding ques .tions ho considers, he dodges the main isBue -and we fear sinco locating at flindlny Eddy he has had an attack of utrabismus which prevents the discov ery, of .anything wrong with the dams noar Grants Pass. Mr. Kelly ir. cou- ..jviuced ,thnt ,the dictum of myopia af flicted scientists settles the question re garding everything relating to the sal mon species. The days are past when the dictum of gentlemen will bo ac cepted, wlu after a casual examination of the streams air the views they have absorbed from books written by men of their own kind in times when knowl edge was slightly diffused. Years ago when the world was wrapped in a shroud of ignorance such dictum might be taken as the natural law, but today tho intelligent querist, "desires to bo hown." If Mr. Kelly or the scientists whose views ho favors desire to make good tho theory they r.dvonco, lot them turn loose a few hundred marked salmon near the sea to determine their condi- i-.tiou -iChiinv . are caught returning, or Mr. Kelly can mark some at Findley Eddy just before the racks go out with the. freshet and wo will catch them on their return next summer if any sur vive, and ha can determine whether a salmon, spawns more than once. While it in .ktrue that in streams of groat length salmon become too much exhaust ed to reach tho sea, on shorter streams many do, as nil fishermen know, having seen them working their way down .thft estuaries towards tho sea. Tozer. order p. n. which spawn hud been stripped, into the t-stunry of Koguo river in the month of December, and five mouths later my fishermen caught the same salmon, which had become restored to its natur al condition its should be in coming fresh from the sc.. I had marked and turned out that yar lot I adult salmon which had been stripped. W'e caught. tin1 following fishing season, more than half the number and the next year there after nearly enough of the same lot to make up the full number. We do not ngree that tho fish at Kindley Eddy should be killed, nor do we favor taking eggs at that place, as those taken nro from fish which have come there during the close season, and while the laws remain as at present such stocking will benefit nobody. The fish are arrested short of their natural spawning grounds, consequently ure not naturally mat mod, therefore there is a largo percentage of loss in eggs and fry besides t he whole product being much weaker and inferior to those tak en earlier in the season. Of the 1,(100, nOii shipped here under the supervision of Mr. Kelly only about 1,1)00,000 sur vived to be turned out. and mnnv of them were weaklings. While Mr. Uerrinu was in charge of tho hlk Creek stat ion tho eggs wort taken "above tho dams and properly packed for shipment, they arrived here and were develupcd with small loss and produced strong, healthy fry. The trou ble with the fish propagation in Ore gon has boon a plethora of would-be scientists and fish cultuyists who do- sired to see something affixed to their names and to operate at towns whore respectable fish of good quality do not congregate. Wether M r. Kelly is of :his sort or not, it is evident that the proximity of Findley Eddy to J rant I'ass might have caused him to forget 'he dams as one f the evils. Mr. Kel !v also draws from fanciful realms ii quoting figures stating that the female idiinook salmon of Rugue river carry 1000 eggs. I have opened and counted hundreds before the eggs were loose from t lie roe and without fail found 000 in each roe, or (000 to each female i ml 1 will pay for n suit of clothes lor Mr. Kellv ii he will tind me a fe- ale salmon taken from Knintc river that carries "i000 einjs. I'nless the fish- ries department of the state and nation an find smne way of allowing the fish o ascend to 1 heir nr. turn I spawning Tounds tahey might as well suspend perations on Rogue river. Xo good is being accomplished under present su- tcrvision. There is little prospect of ill v benet its heme; derived t rom ot 1 1- ials whoso duty it is to provide ways. vvho are appointed bv the head ot the ommissiou for political bonegits that may accrue and wno are expected to use t ho influence of t heir posit ion to t ie favors to the political kite tail of him who Lravo them the appointment. Mr. McAllister selects and appoints n depu ty warden from (rants Pass and writes that the fishways operate all right and salmon passing freely. Mr. Kelly says nothing, but only gels a ninety of eggs above the dams, while the people of Jackson county say there is no fish in the upper waters. Where is the remedy? While the administration of the laws are in the power of nil un scrupnl us political demagogue to be used to land the 'prize he covets there will b- little chance for a change for the better unless the scales can bo lift ed from the eyes of a sufficient number who will by their votes dethrone such an unfaithful servant and take the ques tion of manipulating the favors of the (iod given natural resources which have been so bountifully provided out of the polilii-al slush tub. WOULD STOP BETTING ON RACES IN JAPAN TOKK), October 7, A law prohibit ing betting on horse races was promul gated today. It is expected that it will practically put an end to racing if it is st rid ly enforced and the govern ment a mi ounces that the law will be carried out to the letter.
