Of all the absurdities women have seen fit to adorn their heads with, the new styles of millinery eep the climax of the ridiculous. These millinery monstrosities seem to a mere man to mea rider about as far from the realm of common sense as it, is possible to roam. 'Che "merry widow" was bad ehough, with its cartwheel shape and size, but the new styles lenwe it, common place. The new creations are of all shapes, sizes and designs. Seemingly the only effect struggled for is the ridiculous. There are hats modeled after grandpa's old beaver after someone sat on it, those designed from the flimsy bushel basket, those that look like an undeveloped peck measure, those like an inflated colored paper bag, those like a ha I loon collapsing, those like an old time grenadier's helmet with ils tasselcd fop. and those like a man's wornout arid misshaped derby swelled twice its original size from its newly arrived importance. I'YoTn these absurd designs flutter, float and bobble multi-colored plumes and feathers and geegnws. Some times a grind sized feather duster dances with your fare a yard away from the hat, sometimes its the tail of a bird of paradise or a peacock that trails to one side to annoy thers by tickling them, and sometimes there are ostrich feathers of strange hues. These hats arid no (harm to the wearer, no beauty to supply nature's deficiencies, no grace of form or man ner. Why, then, arc they whi m liecause they are Ihe latest, fashion, and if wearing washlnhs on the head be came the fashion, they would be worn hv human peacock on parade. bv such a law. In submitting offers for municipal water supply to the citizens to vote upon, the city council should rerpiire. cer tified check or bonds to accompany the hid, of at least Ti.VilKi, as a guarantee of good faith, to shut out the "hot air" promoters and to insure tille to water. Then before the contracts are let, bonds to the extent of the contract or at least for M large part of the contract should l,e given, so that the city may be amply protected. Anyone who makes a bid to supply the eiry with water must stand ready to guarantee title to the water and pro tect the city under ensuing litigation. Tt would not have been a hud plan to adopt the Condor Water power com pany's suggestion and make the bond to accompany the bid as large as the contract.
