One would think there was an old country editor in the Jiostot't'ici! depart ment, making lawn' and regulations, a good fellow of the Tom Kicurdson or der, who is bound to givo the boys a boost und bring them into their reward. Jle must be a man of experience with the frniltieH of the dcliniiicnt sub scriber, that terror of the editor and despair of the editor's wife, well most cases is the financial "man" uf the firm. For o! and behold! comes the ruling that papers, to get into tec pound rate, must hereafter be paid for by subscribers in advance, or at best cannot run more than a yeur behind. Well, why notf All the prosperous city publications adopted the rule years ago, and it should )u enforced by the coun try weekly as a matter of plain busi ness. If ever tho laborer is worthy of his hire, it is the editor und publisher of the local weekly, plugging and boosting year in and out for hi homo town and county, often worried into sleepless nights by visions of bills due and pay able and nothing en hand or in sight to meet them, it is safe to venture Haying there is not a country paper in the land that has not, at this date, from ."i00 tu 10tl() on its books, owing by "good fellows," most of whom are hon est of purpose, yet careless or shiftless about paying up. These uim "good renews nave plenty of money on cir cus day, and when they attend the county fair or other public diversion or when they think of it at all, say to themselves they will pay somo day. They meet the newspaper man with a cordial shake of the hand and compli ment him on the gooil work he is do ing, but that is all, while he wonders if the creator gave spine men a double allowance of gall. I si mistaken fear he hesitates to cut them off. Tho do- niiiod is certainly much better at the moment than at any time within the past four weeks, and we cannot but think that any shipments which may be alloat will realize good values compared with what has been obtainable during the past few weeks. What promises to be the government's great est contest in its struggle for regulu tion of interstate railroads wns begun when the preliminary work was com pleted for the long-threatened legal at tuck upon the Harrimnu system. Suit has been directed brought by the attorney-general to dissolve the illegal combination between the Union Pacific and Southern Pacific and the San Pedro-Los Augcles-Salt Lake road. It was also ordered that the courts declare illegal "the ownership by the Union Pacific of the Oregon Short line, of all stock held in the Santa Fe, the Great Northern mid the Northern Pa cific, all of said lines being competitors of the Union Pacific," to use the lan guage of the attorney-general. Strikes at Monopoly. The following statement was made: "The proposed action not only strikes at the Ilitrrimun system in the west, but will attempt to dethrone the great financiers and capitalists of the east closely identified with llarriman in con trol of his railroad manipulation, for the attorney-general announces that in addition to the railroad companies men tioned, individuals will be made de fendants, including: K.
