In addition to the foregoing I desire to call your attention to the fact that an order haa been paased by the coun cil charging the General Fund with $160.00 per month from Jan. 1st, 1903. for light and water furnished the citv, the same to be credited to the Light and Water Plant on a paying basis. One important matter for your con sideration ib the value of city warrants They should be kept at par, and It seems that to provide for the payment of interest annually would make them a deaireable investment. I also recom mend that an incidental fund be created out of fines or aome other cash resource to meet Bmall expeneea that often occur i i the city's business. I would further reoommend that the electric light ser vice be extended ae rapidly as possible and would invite the citizens to com pare tho coat of electric light to that of oil, and would suggest that a careful revision of the rates and charges for meters be made. Tho prosimt charge for installing and rental on meters seems to me too high. In this connection I would any that I considered the rate on water too low. In consideration I wish to say to the citizens of Medtord that notwithstand ing all the advene criticisms, the light and water for city purposes have coat them much less than if a private com pnny had been furnishing them, and I sincerely hope that the noxt council will have the arnest support of evory taxpayer. Tho light and water la your property and needs patronage to make it a success.
