Puerto, Caholl, Jan. 26. (Special.) Persons In close touch with the block ading force say that the Germans have captured Fort San Carlos, which com mands the entrance to Lake Maral- calbo. and that the fort has been blown up. They also report that the German gunboat Panther has been dis abled and is being towed by the Gor mnu cruiser Falko to Willouistad, Cur acao, Washington, Jan. 2B. The state de partment has come to an agreement with Great Britain in the German Venezuelan crisis by which Germany has been forced to abandon Its light against the Monroe doctrine, and the state department ha surrendered to Great Britain the American principle mat there was nothing to arbitrate on the question of the Alaskan boun dary. . It Is by reason of this move of tre mendous significance and intorest In the international chess board that the state department was enabled to say tuis. morning that Minister Bowen would at an early date be able to solve the grave South American situation. The int imation Is that Minister Bowen has received from Germany an answer to the proposition that the blockade be raised as a condition pre cedent to the settlement of the dis pute between the republic and Ger many. In other words. Germany has backnH down for two reasons: First, the crystallized American son. ttment In congress that the state de partment should have an explanation from Germany.
